ITEM 3.2A 8.13.2018 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER AUGUST 13, 2018 Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and Tom Darkenwald. Staff: Andy MacArthur, City Attorney; Daniel Licht, City Planner; Ron Wagner, City Engineer; and Kelly Thelen, Administrative Assistant. Absent staff: Adam Flaherty, City Administrator/Finance Director. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Jim Aeshliman, 9219 Jaber Avenue Northeast, Monticello, said the water is dried up now so can see the issue of culvert and silt. Mr. Aeshliman asked for city engineer to check out the culvert. Mr. Aeshliman was wondering if the culvert issue could be treated with code enforcement. City Engineer Wagner said he has driven by and the pipe underneath is 36" pipe and most time you cannot see it. Mr. Wagner added the elevation at bottom of culvert is below elevation of downstream. The water could get out by evaporating and be cleaned. Mr. Wagner said if it was dry enough, they could survey the area. CM Warehime asked if the area could be cleaned with backhoe. Mr. Wagner replied since it is a wetland they cannot always go in and clean because material removed has to be pulled out. Mr. Wagner added it is probably not large enough for DNR wetland but it is by City standards. Mr. Aeshliman added the silt dam under engineer Scott Dahlke with Quality Site Design. Mayor Stockamp asked City Engineer Wagner if he will go out and look. Mr. Wagner yes go and check it out. Mr. Aeshliman gave Ron his card for contact info. Closed open forum at 7:11PM. 2. Consider Agenda Approval. CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. July 30, 2018 Special Meeting, 3.3 Approve City Council Special Pay for July. 3.4 Pay Estimates/Requests: A. Pay Estimate #1 for 2018 Street Renewal Project -Mississippi Shores. B. Pay Estimate #1 for Kadler Avenue & 73rd Street Improvement Project. Page 1 of 2 CM Heidner motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. CM Darkenwald abstained. 4. City Council Reports and Updates. CM Warehime said Public Safety Commission meeting is Wednesday because of election. 5. Staff Reports and Updates. City Planner Licht said there is no Planning Commission meeting until September 4 for two agenda items. City Engineer Wagner said Mississippi Shores should finish Wednesday and by next meeting be completed. Mr. Wagner updated about Kadler Avenue Northeast grading has started. City Engineer Wagner added on 85th Street Northeast has started clearing and possible IUP in September for sand removal area. Mayor Stockamp asked City Engineer Wagner for an update on the water tower issues from today. Mr. Wagner said the high production wells during the dry period was running a bit and the wires burnt out. A used VFD was installed at Well 8. The water towers should be back to normal levels within the next few days. 6. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried. Adjourned at 7:19 PM.
