OTSEGO PLANNING COMMISSION MEETING
OTSEGO CITY HALL
July 2, 2018
7:00 PM
Call to Order.
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: Dave Thompson, Steve Schuck, Jim Kolles,
and Alan Offerman; Absent: Commissioners Aaron Stritesky, Richard Nichols, and Roger
Mord; City Council: CM Vern Heidner; Staff: Associate City Planner, Liz Stockman and
Administrative Assistant, Kelly Thelen.
1. Announcements:
None.
2. Consider the following minutes:
2.1 June 18, 2018 Planning Commission Meeting,
Commissioner Thompson requested to amend the minutes for the motion on the
Riverbend North PUD District to note that he opposed the vote.
Commissioner Thompson motioned to approve as amended. Seconded by
Commissioner Offerman. All in favor. Motion carried.
3. Public Hearing items:
3.1 Borders Building Relocation Condition Use Permit.
Associate City Planner Liz Stockman presented the Planning Report.
Applicant Sandra Borders was present. Ms. Borders agreed with report. Ms. Borders
stated the septic system tested passed and will be forwarding to City Hall. Ms. Borders
said it will be an improvement to neighborhood. CM Heidner asked if the house and
garage currently at 8218 Packard Avenue Northeast will be removed. Ms. Borders said
yes and the moved house will sit about the same place as current house.
Chair Black opened the Public Hearing at 7:07 PM.
Dave Yunger, 8333 Packard Ave NE, came to meeting for clarification from Public
Hearing Notice. Mr. Yunger stated the same thing happened a couple years back and it
improved the area. Mr. Yunger also agreed with report.

Chair Black brought the discussion to the Planning Commission members.
Commissioner Thompson asked for tentative date for relocation.
Ms. Borders said she hoped to move within next two weeks if approved. There is a
development going in Dayton that requires removal of the house.
Chair Black brought the discussion back to the public.
There were no further public comments.
Chair Black closed the Public Hearing at 7:11 PM.
Commissioner Offerman motioned to approve conditional use permit to allow
relocation of an existing single family dwelling and detached accessory
building to Lot 10 Block 1, Vassuer's Oak Grove Estates 1St Addition subject
to the six conditions and the following:
7: The detached accessory building shall comply with the 1,080 square feet area
limit and be no more than 16 feet high in accordance with Section 11-18-2 of the
Zoning Ordinance.
Seconded by Commissioner Schuck. All in favor. Motion carried.
CM Heidner recommended to Ms. Borders to schedule with Otsego Building Department
to get inspections planned soon since it is a busy time in summer.
4. Update on City Council Actions.
CM Heidner updated the commissioners on the City Council actions since their last
meeting.
5. Update on future Planning Commission Agenda items.
Chair Black said there will be a meeting on July 16, 2018.
6. Adjourn.
Commissioner Thompson motioned to adjourn. Seconded by Commissioner
Schuck. All in favor. Motion carried. Adjourned at 7:33 PM.
