ITEM 3.2B 8.27.2018 MinutesITEM 3.213 OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER AUGUST 27, 2018 Call to Order. Mayor Stockamp called the meeting to order at 7:01 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and Tom Darkenwald. Staff: Andy MacArthur, City Attorney; Daniel Licht, City Planner; Ron Wagner, City Engineer; Adam Flaherty, City Administrator/Finance Director and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Sean Deringer stated he is running for Wright County Sheriff this election and introduced himself to the City Council. 2. Consider Agenda Approval. Mayor Stockamp requested to add Item 7.2 from the closed portion of the 6PM meeting. CM Heidner motioned to approve as amended. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. August 13, 2018 Meeting_ 3.3 Received Advisory Commission Minutes. A. Planning Commissions July 2, 2018. B. Heritage Preservation Commission July 10, 2018. C. Public Safety Commission July 10, 2018. D. Parks and Recreation Commission July 17, 2018. 3.4 Approve Quote for One Ton Dump Truck. 3.5 Approve Biosolids Hauling Quote. 3.6 Adopt Resolution 2018-53 Approving updates to the Purchasing Policy_ 3.7 Approve East WWTF Pilot Testing. 3.8 Approve Purchase and Installation of Well #8 Variable Frequency Drive. 3.9 Approve Quote for 2018 Crack Filling Project. CM Heidner asked for clarification on Item 3.3C regarding the number of ambulance calls. CM Warehime explained. CM Heidner motioned to approve. Seconded by CM Warehime. All in favor. Motion carried. 4. Parks and Recreation: 4.1 Flag Eagle Scout Project. Parks and Recreation Director Demant introduced Boy Scout Jonathan Kuehn. Jonathan's Eagle Scout proposal includes installing memorial flags in the island area located in the Prairie Park parking lot. The eight flags would honor the military branches, the United States, the state of Minnesota, and prisoners of war. He reviewed the project as outlined in the packet. CM Heidner asked about the replacement of the Page 1 of 3 flags; and who would pay the replacement cost. The City Council recommended Jonathan look for a partnership on the maintenance and replacement costs. No action was taken and this item will be brought back to the City Council for review when additional information is obtained by Jonathan. 5. Legal. 5.1 Consider Agreement. City Attorney reviewed the proposed agreement between the City of Otsego and Evans Park Inc. regarding the cost sharing of the pedestrian bridge across the storm water basin located on Outlot A in Otsego Waterfront East. CM Darkenwald motioned to approve the Agreement between the City of Otsego and Evans Park, Inc. regarding shared improvement costs within Outlot A, Otsego Waterfront East. Seconded by CM Tanner. All in favor. 6. Administration. 6.1 Approve Claim List for Metro Appliance Recycling, CM Warehime said he will abstain from the item. CM Darkenwald motioned to approve the claim list for Metro Appliance and Recycling in the amount of $303.35. Seconded by CM Heidner. Motion carried 4-0. CM Warehime abstained. 7. City Council Reports and Updates. 7.1 Commission Liaison Updates. A. Heritage Preservation Commission Liaison CM Tanner. CM Tanner said the Commissioners worked on a final touch up of the Prairie Festival project. B. Parks & Recreation Commission Liaison Mayor Stockamp. Mayor Stockamp was absent at the last Parks and Recreation meeting so CM Tanner said the Commissioners reviewed the Eagle Scout Project presented this evening. He also stated the meeting held at Lily Pond Park was well attended. C. Planning Commission Liaison CM Heidner. CM Heidner said there were no Planning Commission meetings in August. D. Public Safety Commission Liaison CM Warehime. CM Warehime gave an update on the Elk River Fire Chief search. 7.2 Mayor Stockamp said a portion of the 6:00 PM Special meeting was closed per MN Statute 13D.01 and 13D.05 Subdivision 3, for a performance evaluation of the City Administrator. She further stated the City Council evaluated the City Administrator and he met and exceeded their expectations. 8. Staff Reports and Updates. City Clerk Loff said she received an application for the open alternate seat on the Public Safety Commission. Mayor Stockamp called a Special Meeting on Monday, September 10, 2018 at 6:30 PM at Prairie Center to interview Public Safety Commission applicant. Seconded by CM Warehime. All in favor. City Administrator/Finance Director Flaherty gave an update on the recent house fires in Otsego. 21 Page 8/27/18 CM Warehime said regarding the house fires recently should we be reviewing the required setbacks. City Planner Licht said he could review and work with the Fire Departments and the Department of Building Safety on a recommendation and bring to the Planning Commission for review. City Planner Licht stated the September 4 Planning Commission meeting had to be canceled due to lack of quorum and was rescheduled for September 17. City Engineer Wagner gave updates on the City projects. 6. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried. Adjourned at 8:01 PM.
