Call to Order.
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: Roger Mord, Dave Thompson, Aaron
Stritesky, and Alan Offerman; Absent: Commissioners Jim Kolles, Steve Schuck, and
Richard Nichols; Staff: City Council: CM Vern Heidner; City Planner, Daniel Licht; and
Administrative Assistant, Kelly Thelen.
1. Announcements:
None.
2 Consider the following minutes:
2.1 July 2, 2018 Planning Commission Meeting_
Commissioner Thompson requested to amend the minutes and change from "greed" to
"agreed" on the bottom of page one.
Commissioner Offerman motioned to approve as amended. Seconded by
Commissioner Thompson. All in favor. Motion carried.
3. Public Hearing Item:
3.1 Magnolia Landing_
A. Zoning Map Amendment Rezoning to R-5 District.
B. Preliminary Plat of 67 Single Family Lots.
City Planner Licht presented the Planning Report.
Applicant Michael Suel of D.R. Horton, Inc. Minnesota, was present. Applicant Suel
agreed with report by City staff. Applicant Suel said currently they are one level homes,
but home owners have the option of putting in basement or adding a second level.
Chair Black asked if the development will include planting magnolias based on the plat
name. Applicant Suel replied they are trying to work it in.
Chair Black opened the Public Hearing at 7:10 PM.
David Schultz, 12387 63rd Street NE, asked about the time frame for construction.
Applicant Suel said the lift station needs to be moved and added if work does not start
this fall, then it will next spring.
Mr. Schultz commented that the homes along 63rd Street have a nice buffer of mature
trees between them and the field and asked the developer to please consider saving
some of those trees. Commissioner Thompson asked where trees were on the plat
boundary on the north. City Planner Licht showed where the tree line is on an aerial
photo. Commissioner Offerman said from aerial it looks like the trees are mostly on the
property line.
Damon Meiners, 12295 63rd Street NE asked with Marshall Avenue going through, will
the sidewalk go onto his property and who will pay for it. City Planner Licht said
removal of the temporary cul-de-sac, construction of the street/sidewalk and restoration
of the boulevard and yards is the Developer's responsibility. Mr. Meiners asked about
responsibility for trees, irrigation, and sod. City Planner Licht said irrigation and trees
are the responsibility of the homeowner.
Deborah Meiners, 12295 63rd Street NE, questioned if sod or seed would be placed for
coverage. City Planner Licht replied it would be sod as it is a front yard abutting a
street.
Mr. Meiners asked about where they are going to shed the water drainage. Developer
engineer John Bender, Westwood Professional Services, 12701 Whitewater Drive,
Minnetonka, MN, said drainage needs to be reassessed when the cul-de-sac is removed
because it does not want to cause an issue for current residents and the new
development. Mr. Bender added there would be drainage for rear yards captured with
swale and storm sewer and routed east to street and pond. Mr. Bender added that no
drainage will head to the north.
Chris Preimesberger, 12343 63rd Street NE, shared a concern for the tree line in hopes
to preserve it. Applicant Suel said they prefer to save trees but want to have a drainage
system that works along the property line. Applicant Suel added that more surveys will
be done and will give a better answer to which trees will be staying as the grading plan
is finalized.
Mr. Meiners asked if they will be surveying the back property line. Applicant Suel replied
yes, they will locate corners on plat to north and as houses are constructed will also put
in lot corner irons.
Chair Black brought the discussion to the Planning Commission members at 7:19 PM.
Commissioner Offerman asked about the ghost plat and if that piece of land is under
the Applicant's control. Applicant Suel said it is owned by different individual and not
included in the project.
Commissioner Offerman asked City Planner Licht about the City's practices for
temporary cul-de-sacs noting he would prefer to see the lot remain vacant until the

street goes through. City Planner Licht explained that there is a trade-off between a
temporary cul-de-sac taking up yard space versus a developer having to provide
maintenance of a vacant lot indefinitely.
Chair Black asked for additional public comment. There was no additional public
comment.
Chair Black closed the Public Hearing at 7:24 PM.
Decision 1- Zoning Map Amendment:
Commissioner Thompson motioned to recommend approval of Zoning Map
amendment rezoning the subject site to R-5 District based on a finding that
the request is consistent with the policies of the Comprehensive Plan. Second
by Commissioner Offerman. All in favor. Motion carried.
Decision 2- Preliminary Plat:
Commissioner Thompson motioned to recommend approval of the Magnolia
Landing preliminary plat subject to the fifteen conditions. Second by
Commissioner Mord. All in favor. Motion carried and will be on City Council
July 23, 2018.
4. Update on City Council actions.
Council Member Heidner updated the Planning Commission on recent City Council
actions.
5. Update on future Planning Commission Agenda items.
City Planner Licht updated the commissioners on possible future agenda items.
City Planner Licht stated there are no pending applications so meeting on August 6t" is
canceled.
6. Adjourn.
Commissioner Stritesky motioned to adjourn. Seconded by Commissioner
Offerman. All in favor. Motion carried. Adjourned at 7:29 PM.
