ITEM 3.2B 9.10.2018 MinutesITEM 3.213 OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER SEPTEMBER 10, 2018 Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner and Jason Warehime. Absent: Councilmember Tom Darkenwald. Staff: Andy MacArthur, City Attorney; Daniel Licht, City Planner; Ron Wagner, City Engineer; Adam Flaherty, City Administrator/Finance Director and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. CM Heidner motioned to approve as written. Seconded by CM Tanner. All in favor. Motion carried 4-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. August 27, 2018 Special Meeting. B. August 27, 2018 Meeting_ 3.3 Approve City Council Special Pay for August. 3.4 Adopt Resolution 2018-54 Approving Electronic Timekeeping Policy. 3.5 Pay Estimates/Requests: A. Pay Estimate #2 for 2018 Street Renewal -Mississippi Shores Project. CM Heidner motioned to approve. Seconded by CM Warehime. All in favor. Motion carried 4-0. 4. Public Hearing: 4.1 Pleasant Creek Farms 6th Addition Vacation of Existina Drainaae and Utilitv Easement. A. Comments by City Planner. B. Mayor to open the Public Hearing. C. Close the Public Hearing. D. Adopt Resolution 2018-55 Vacation of Existing Drainage and Utility Easement. E. Final Plat. (Resolution 2018-56) City Planner Licht presented the staff report. Mayor Stockamp opened the Public Hearing at 7:03 PM. Applicant Tom Bakritges, Homestead Partners, reviewed the project. Hearing no additional comments Mayor Stockamp closed the Public Hearing at 7:05 PM. Page 1 of 3 CM Warehime asked if Lambert Avenue will have a cul-de-sac. City Planner Licht said yes there will be a temporary cul-de-sac. CM Warehime also asked if the development will include outlots for stormwater ponds. City Planner Licht said there will be stormwater ponding with easements allowing city staff to get to those locations. CM Warehime further asked if the amount of water that will be feed into that north wetland will be trouble for the property owners. City Engineer Wagner said no; the water will run into the stormwater ponds and then be rate controlled into the Otsego Creek. CM Heidner asked if there have been problems in the past with that area; CM Heidner said he had concerns with the additional water and questioned if the pond can be made bigger. City Engineer Wagner said it does hold water in it just as drainage and utility easements are meant to do. CM Warehime asked if drain pipes have already been installed. City Engineer Wagner said yes he believes that those are already in place. CM Warehime motioned to adopt Resolution 2018-55 vacating existing public right-of-way and drainage/utility easements, approve a final plat for Pleasant Creek Farms 6th Addition subject to the conditions outlined in the findings of fact and decision as presented and adopt Resolution 2018-56 approving a development agreement. Seconded by CM Heidner. All in favor. Motion carried 4-0. 5. Community Development: 5.1 Ashwood Final Plat. City Planner Licht presented the staff report. Applicant Mike Suel, DR Horton, reviewed the project. CM Warehime asked if there will be a temporary cul-de-sac on the west end of 75th Street. City Engineer Wagner said there will not be with this phase, rather signage will be used to identify the dead-end. CM Heidner asked the applicant for additional clarification on future phasing. Mr. Suel responded that future phasing is expected to move north first, then to the west. CM Warehime motioned to approve the final plat of Ashwood subject to the conditions as outlined in the Findings of Fact and Decision as presented and adopt Resolution 2018-57 approving a Development Agreement. Seconded by CM Heidner. All in favor. Motion carried 4-0. 6. Administration: 6.1 Preliminary 2019 Property Tax Lev. A. Adopt Resolution 2018-58 Reducing the 2019 Debt Service Property Tax Lever. B. Adopt Resolution 2018-59 Setting a Preliminary Property Tax Levy for Taxes Payable 2019. C. Motion to set the Truth in Taxation Public Hearing. City Administrator/Finance Director Flaherty presented. CM Warehime asked when the county has planned for signals at County Road 39 and 19. City Engineer Wagner said Wright County does not have it in their five year CIP so he estimates around 10-15 years. CM Warehime said the three way stop is causing backups around rush hour (starting 3:30-4:00 PM) on Thursday and Friday especially. City staff to forward that information to Wright County. CM Warehime motioned to approve Resolution 2018-58, reducing the 2019 debt service property tax levy certified in the original bond resolution. Seconded by CM Heidner. All in favor. Motion carried 4-0. CM Heidner motioned to approve Resolution 2018-59, adopting a preliminary property tax levy for taxes payable in 2019. Seconded by CM Warehime. All in favor. Motion carried 4-0. 21 Page 9/10/18 CM Tanner motioned to set the Truth in Taxation public hearing for taxes payable 2019 for 7:00 PM, on Monday, December 10, 2018. The meeting will be held at the Council Chambers at 8899 Nashua Avenue NE, Otsego, MN 55330. Seconded by CM Heidner. All in favor. Motion carried 4-0. 7. City Council Reports and Updates. CM Heidner gave an update on the Albertville Fire Memorial Dedication Service he attended on Sunday, September 9th. Mayor Stockamp reminded everyone that the Otsego Prairie Festival this Saturday. City Clerk Loff to notice a possible City Council quorum for Wednesday, September 26, 2018 at 2:00 PM for the Otsego Wings Financial Credit Union Ribbon Cutting. Mayor Stockamp asked about the Public Safety Commission packet item; Discussion on Fire Department Auto- Aid Agreement. It was noted that item was requested by the Public Safety Commission Chair and that no additional info was provided. 8. Staff Reports and Updates. City Administrator/Finance Director Flaherty said that we can expect the additional scenario within the fire study report within 30 days. Beacon GIS is working on gathering the additional information requested. City Planner Licht said that there is three public hearings scheduled for the Planning Commission on September 17 and City Engineer Wagner gave some project updates. 9. Adjourn.
