OCTOBER 8, 2018
Call to Order.
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Corey Tanner, Jason Warehime and
Tom Darkenwald. Staff: Andy MacArthur, City Attorney; Ron Wagner, City Engineer; Liz Stockman,
Associate City Planner; Adam Flaherty, City Administrator/Finance Director and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
Special Presentation: Wright County Commissioner Mark Daleiden.
Mr. Daleiden presented the proposed 2019 Wright County budget.
2. Consider Agenda Approval.
City Administrator/Finance Director Flaherty distributed an updated Exhibit A for Item 4.1 and CM
Tanner asked to revise Item 3.3 changing the Wings Financial Grand Opening to no charge under his
name.
CM Heidner motioned to approve as amended. Seconded by CM Tanner. All in favor. Motion
carried.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. September 24, 2018 Meeting_
3.3 Approve City Council Special Pay for September. -REVISED
3.4 Adopt Resolution 2018-62 Adopting Assessments for Unpaid Utility Bills.
3.5 Adopt Resolution 2018-63 Appointing Election Judges.
3.6 Pay Estimates/Requests:
A. 85th Street and MacIver Avenue Pay Estimate.
B. 2018 Street Renewal (Mississippi Shores) Pay Estimate.
CM Heidner motioned to approve with Item 3.3 revised. Seconded by CM Tanner. All in
favor. Motion carried.
4. Public Hearing:
4.1 Proposed Assessment for unpaid Administrative Fines and Service Charges related to Code
Enforcement.
A. City Clerk Attests to Legal Notice.
B. Presentation of Proposed Assessment Roll by City Administrator/Finance Director.
C. Open Hearing for Public Comments.
D. Close Public Hearing.
E. Consider Resolution 2018-64 Adopting Assessment for Unpaid Administrative Fines.
An updated Exhibit A was distributed at the dais this evening.
City Clerk Loff attested that all the proper noticing and posting has been completed.

City Administrator/Finance Director Flaherty presented the staff report. Mayor Stockamp opened the
Public Hearing at 7:35 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 7:36 PM.
CM Heidner said it appears we have already collected $1600.
CM Darkenwald motioned to approve Resolution 2018-64 adopting the assessment roll for
unpaid special charges with the updated Exhibit A. Seconded by CM Warehime. All in favor.
Motion carried.
5. City Council Reports and Updates.

6. Staff Reports and Updates.
City Administrator/Finance Director Flaherty reminded the City Council of the I-94 Corridor Coalition
groundbreaking event this Friday and City Engineer Wagner gave some project updates.
7. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion
carried. Adjourned at 7:40 PM.
