ITEM 3.2C SCC 10.22.2018 MinutesITEM 3.2C OTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER OCTOBER 22, 2018 *7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 9:44 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Corey Tanner and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Kurt Neidermeier, Utility Manager and Tami Loff, City Clerk. 1. Public Utility Fund Budgets and CIP. The meeting is to review the operating and capital budgets for the Public Utility funds. Utility Manager Neidermeier reviewed the recommendation to increase the on call compensation for the current Utility employees to 2 hour minimum for each call out and 7 hours straight time. CM Darkenwald motioned to approve increasing the minimum for each call out while on call to 2 hours paid at overtime pay rate and increasing the on call compensation from 2 hours to 7 hours paid at normal pay rate for On Call Utility employees. Seconded by CM Warehime. All in favor. Motion carried. City Administrator/Finance Director Flaherty and Utility Manager Neidermeier presented the Water Utility Fund. This included detail of the line items request. The City Council concurred as presented and agreed with the recommended 3% rate increase. They further reviewed the Sanitary Sewer Utility Fund and Stormwater Utility Fund. The City Council concurred as presented and agreed with the recommended 8% rate increase for sewer. City Administrator/Finance Director Flaherty noted that the rate increases will not be formally approved until February 2019, so staff will continue to monitor the recommendations between now and then. The 2019 Utility Operating Budgets and the 2019-2028 Public Utility CIP will be adopted by the City Council at the December 10th Truth -in -Taxation meeting. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried. The meeting adjourned at 11:14 PM.
