ITEM 3.6 Planning 9.17.2018 MinutesITEM 3.6 OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL SEPTEMBER 17, 2018 7:00 PM Call to Order. Chair Black called the meeting to order at 7:01 PM. Roll Call: Chair Pam Black; Commissioners: Jim Kolles, Dave Thompson, and Alan Offerman; Absent: Commissioners Steve Schuck, Aaron Stritesky, Roger Mord, and Richard Nichols. Staff: City Council: CM Vern Heidner; City Planner, Daniel Licht; and Administrative Assistant, Kelly Thelen. 1. Announcements: None. 2 Consider the following minutes: 2.1 July 16, 2018 Planning Commission Meeting_ Commissioner Thompson motioned to approve. Seconded by Commissioner Offerman. All in favor. Motion carried. 3. Public Hearing Item: 3.1 Prairie View Estates. A. Zoning Map Amendment to Zone the Property to R-4, Residential Single Family District. B. Preliminary and Final Plat of 25 Single Family Lots. City Planner Licht presented the Planning Report. Roger Humphrey,1148 Summit Ave, Mahtomedi, engineer with Sambatek for development, present and agreed with planning report. Mark Olson, President, and Rick Lewandowski, Vice President, for Joshua/Markum Builders, Inc, were also present. Mr. Humphrey said the staff was helpful and guided them through process. Chair Black opened the Public Hearing at 7:09 PM. There were no comments from the public. Chair Black brought the discussion to the Planning Commission members at 7:10 PM. Commissioner Thompson asked what "net" meant for the minimum lot area requirement. City Planner Licht stated that each lot must have at least the minimum area exclusive of drainage and utility easements, wetlands, and wetland buffers. Commissioner Offerman asked how the existing house on the east parcel is being incorporated into the plat. City Planner Licht said that the house will be within Lot 3, Block 2 and comply with setbacks. Commissioner Thompson asked if the existing house would include three lots of the preliminary plat to include the driveway. City Planner Licht said that the house will be in Ione lot and that the driveway will be to Marlowe Avenue. Commissioner Kolles asked if the lots on 80th Street Northeast will add traffic that conflicts with the school. City Planner Licht replied 80th Street Northeast was improved to a collector street. City Planner Licht said that when the 85th Street and MacIver Avenue street project is complete, traffic on 80th Street will be significantly reduced. Commissioner Thompson questioned the easterly homes facing Marlowe Avenue Northeast and parcel to east. City Planner Licht the parcel to the east is guided for future development and would have rear yards backing up to those in Block 2 of this plat. Commissioner Offerman asked if the area of the future lots to the east would be the same as required for this plat. City Planner Licht answered yes. Chair Black asked for additional public comment 7:15 PM. Chair Black closed the Public Hearing at 7:16 PM. Decision 1- Zoning Map Amendment: Commissioner Thompson motioned to recommend approval of Zoning Map amendment rezoning the subject site to R-4 District based on a finding that the request is consistent with the policies of the Comprehensive Plan. Second by Commissioner Kolles. All in favor. Motion carried. Decision 2- Preliminary Plat: Commissioner Thompson motioned to recommend approval of the Prairie View Estates preliminary plat subject to the fourteen conditions. Second by Commissioner Offerman. All in favor. Motion carried. 3.2 Dignicare Concept Plan. A. PUD Concept Plan for 32 Unit Residential Memory Care Facility. City Planner Licht presented the Planning Report. 2 Joel Larson, CEO of Hampton Companies, LLC, 1341 County Rd D Circle, Vadnais Heights, was present and agreed with planning report. Mr. Larson added they have a similar facility in Vadnais Heights identical to that being proposed with 25 parking stalls and that is more than plenty parking available. Chair Black opened the Public Hearing at 7:26 PM. There were no comments from the public. Chair Black brought the discussion to the Planning Commission members at 7:27PM. Commissioner Thompson asked the applicant if they ever overflow the parking lot. Mr. Larson replied no. Commissioner Thompson questioned the applicant as to how many people would be on staff. City Planner Licht added visitors could park on Parson Avenue Northeast for two hours. Brian Winges, operating officer Suite Living, 580 Liberty Way, Vadnais Heights, replied five or six members on staff at any time. Mr. Winges added that truly the only situation when the parking lot is at capacity is around the holidays where visitors come at their other facilities. Commissioner Thompson asked if the 24 stalls include the disability accessible parking stalls. Mr. Winges answered yes. City Planner Licht added that parking could expand within the lot if needed. City Planner Licht said with their experience City Staff is comfortable with the number of parking stalls proposed. Chair Black asked for additional public comment 7:31 PM. Chair Black closed the Public Hearing at 7:32 PM. Commissioner Thompson motioned to provide the developer favorable comment regarding the proposed concept plan, subject to the ten stipulations. Second by Commissioner Kolles. All in favor. Motion carried. City Council September 24, 2018. 3.3 RL Larson Interim Use Permit Related to the 85th Street/MacIver Avenue Project. City Planner Licht presented the Planning Report. Tyson Hajicek with Moore Engineering Inc, 3315 Roosevelt Road, St Cloud, representing RL Larson Excavating, Inc., 2255 12th Street Southeast, St Cloud, was also present and agreed with the planning report. Mr. Hajicek added the excavation of the property would eliminate all the truck traffic coming in to the project from off-site locations. Chair Black opened the Public Hearing at 7:44 PM. 3 Ben Bastyr, 12153 87th Street Northeast, questioned the timeline for development of proposed concept plan. City Planner Licht answered the City does not have timeline and that need for utilities is likely at least ten years out. Future development of the property as shown on the concept plan would require future a public hearing for subdivision review. Steve Kopp, 8790 Mason Avenue Northeast, asked if trucks will be permitted to go on public streets. City Planner Licht replied the trucks would stay on the future roadway within the project area. Mr. Kopp questioned if the portion of Mason Avenue being crossed will be fixed by the applicant. City Planner Licht said that this portion of the Mason Avenue will be reconstructed as part of the project. Commissioner Thompson asked if there would be one truck per day but no loads. City Planner Licht said yes and that the City Engineer is working with contractor on access to the project. Mr. Kopp asked if once 85th project is complete, then permit is closed. City Planner Licht said yes. Chair Black brought the discussion to the Planning Commission members at 7:50 PM. Commissioner Kolles asked the contractor what kind of trucks were going to be used for hauling within the project. Mr. Hamak answered that off-road trucks to move the material are already on site. Commissioner Thompson added it is nice and tight plan because many gravel pits still remain at other places in Wright County. Commissioner Offerman questioned if this was always the intent or did the excavators find the material. City Planner Licht replied that the contractor identified the material source for the project. Commissioner Kolles asked if the City benefit from savings. City Planner Licht said that is a City Council matter. Commissioner Offerman added it is a benefit to the City and contractor. CM Heidner said they save from not using trucks on the streets. City Planner Licht said the project was offered for bid without specification for the source of material. Chair Black asked for additional public comment 7:58 PM. Mr. Bastyr asked if part of project to make cul-de-sac on Mason Avenue and Marlowe Avenue Northeast by fall 2019. City Planner Licht replied that the City Council has decided this issue. 0 Mr. Kopp asked if Marlowe Avenue Northeast proposed cul-de-sac. CM Heidner said it's not the first time that they had a cul-de-sac option, however, residents previously did not want a cul-de-sac. Chair Black closed the Public Hearing at 8:01 PM. Commissioner Thompson motioned to recommend approval of an interim use permit allowing excavation for transport subject to the nine conditions. Second by Commissioner Offerman. All in favor. Motion carried. City Council September 24, 2018. 4. Update on City Council actions. Council Member Heidner updated the Planning Commission on recent City Council actions. 5. Update on future Planning Commission Agenda items. City Planner Licht updated the commissioners on possible future agenda items. 6. Adjourn. Commissioner Offerman motioned to adjourn.
