ITEM 3.2B SCC 11.13.2018 MinutesOTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER NOVEMBER 13, 2018 *7:00 PM Call to Order. Mayor Stockamp called the meeting to order at 8:04 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Corey Tanner and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Ron Wagner, City Engineer; Kevin Lamson, Street Operation Manager; Andy MacArthur, City Attorney and Tami Loff, City Clerk. 1. Streets CIP. City Attorney MacArthur reviewed the Harstad v. City of Woodbury MN Supreme Court Decision from August 15, 2018. City Administrator/Finance Director Flaherty, City Engineer Wagner and Street Operations Manager Lamson reviewed the street maintenance cost summary and 2019 street maintenance projects and map that was included in the packet. The Council concurred to continue with the street maintenance projects in 2019. They reviewed the 2019 Local Street project that included Rolling Ridge Creek. They concurred to have City staff get a quote for that project and see where it comes in compared to the projection in the CIP. They further reviewed the Collector Street and MSA Street projects with no additional comments. There was discussion on looking at the option of franchise fees for road projects similar to the surrounding cities. City Council concurred for City staff to continue to explore this option and to have City staff bring back additional information on this. City Administrator/Finance Director Flaherty reviewed the proposed Property Tax Levy. The City Council concurred as presented. There was discussion on the current assessment policy, with no recommended changes. Other: City Administrator/Finance Director Flaherty reviewed the proposed changes to the fire boundary line and the impact on the budget. The City Council concurred with the slight change from the recommendation from the fire study which includes Elk River continuing coverage of the Gateway North industrial development. This will brought to the City Council for approval on November 26. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried.
