There were five special City Council meetings where the City Council and Staff reviewed the preliminary budgets and respective property tax levies to ensure they align with the City’s strategic direction and vision. The City is proposing to increase the tax levy by $637,807 or 10.45%. As a result of all the growth in Otsego, the Total Tax Capacity (tax base) is expected to increase approximately 11%, with an estimated tax rate of 36.339, which is a reduction of 0.59%. What this means is that taxpayers should only see their City tax increase to the extent of property value increases. For example, the median residential property ($220,572) within the City should see an increase of $9, or 1.23% in their City property taxes. Depending on the value of your property, your taxes may fluctuate differently than this example. Significant drivers in the 2019 Budgets that resulted in the increase of the property tax levy: • $272,500: To fund increased investment in Street Infrastructure maintenance, renewals and construction. • $148,920: To fund increase in Sheriff’s Policing contract from daily coverage of 44 hours to 48 hours. • $118,191: To fund new staff positions for Streets and Parks Maintenance. • $90,227: To fund increase in Fire Protection contracts. • $79,293: To fund new debt service payments for street renewal and construction projects. The annual Truth-in-Taxation meeting will be held on December 10th. The meeting is held to provide a forum for input and questions from the public regarding the proposed budget and property tax levy. At this same meeting, the Otsego City Council will consider adopting the: 1) 2019 Operating Budgets; 2) Property Tax Levy for Taxes Payable in 2019; and 3) 2019-2028 Capital Improvement Plan. The weather was fantastic and I saw many families enjoying themselves throughout the day and into the evening. Promoted to Patrol Sergeant in 1996 and Patrol Lieutenant in 2001, Sheriff Hagerty has led Wright County law enforcement with character, humility, and a dedication to the people. “If you’re in this business to truly help people, it really doesn’t seem like work,” he said. Sheriff Hagerty’s service reflects the values of Darrell Wolff, Don Hozempa, and Gary Miller, previous Wright County sheriffs of whom he spoke with admiration. “Each left a legacy of public servitude, patience, and empathy,” he said. “We’re not going to get it right all the time, and when we don’t, we admit it. And we move on. People like transparency in government, and I think we’ve been an excellent face for Wright County. I’m going to miss it terribly.” Sheriff Hagerty spoke highly of the hardworking residents and family-oriented atmosphere of Otsego. According to Hagerty, with communication and technological resources, community participation, and city coordination, Otsego continues to be a leader in Wright County public safety. Hagerty encourages residents to call the police to report any suspicious activity or scams. “We still need the public’s help,” he said. “Cops aren’t the only ones who have a gut instinct. With cell phones now, it’s very easy to hit 911. We’ll still know your location. We can GPS coordinate a cell phone, so don’t be afraid to use them.” While retiring from his public safety career, Sheriff Hagerty plans to stay involved in the community through substitute teaching and coaching youth football in his hometown of St. Michael. He may even consider running for St. Michael City Council again, having served for 12 years before becoming sheriff. Most of all, he is looking forward to spending more time with his family. Sean A. OTSEGO’S HERITAGE PRESERVATION COMMISSION - THE DEHEN FAMILY Some of what is now the Crimson Pond developments was once a farm belonging to an Otsego pioneer family. The Dehen’s farm was called “The Meadow Lawn Farm.” Peter Dehen arrived at Ellis Island, NY, from Prussia in 1866. He married Theresia Heuring in Dayton, MN in 1870. Their farm was on the east side of County Rd 37 (Odean now) and north of 70th St. (Co Rd 38 now). Their big white house had a kitchen with a pantry, large dining room, a large living room with a pot bellied stove and a piano, five bedrooms including a large play room that later had a pool table. Peter and Theresia had three boys and five girls. Two of their girls married Nick and Joe Barthel and two married Frank and John Kemmetmueller. John Dehen, the eldest son, married and farmed in Wadena, MN. Peter died in 1898. Theresia died in 1922. After 1920, their youngest son, David (1888- 1971), took over the farm. David was married in 1912 to Catherine “Kate” Endres. They had 10 children, five boys and five girls. All of the neighborhood children attended school at the big school house located at the northwest corner of what is now Co Rd 38/70th St and Odean/old Co Rd 37. But also, on Sundays, it was a gathering place for card games for adults, outside games for kids and sometimes square dances and birthday parties. Dave Dehen was the violin/ fiddle player for all the dances and parties. The Dehen farm had the only outside electric yard light in the neighborhood in the early 1930s; there were no street lights at that time. After the kids got their chores done, they would go to the farm to play softball under the light. These kids include Albert “Buster” and Loretta Heuring; Marie and Helen Chouinard; and Robert, Raymond, Leona, Ceil, Marie, and Millie Dehen. The farmhouse had a moonshine still in the basement, one in the woods and one in the silo. The third step upstairs was squeaky because it was hinged and Grandpa Dehen kept his moonshine in it and later Uncle Bob kept his peanuts in there. Before the girls were married, they had to step quietly and carefully over that step when coming home late from a date so as not to wake their parents. Dave and Kate’s son, Robert Dehen, took over the farm after his dad. Robert married Gladys Weber in 1944 and they lived at the old homestead for many years. Tom Corbin, son of Marie Dehen and Donald Corbin and godson of Robert and Gladys Dehen took over the homestead next. Later the house was rented out for a few years. Now the home is gone and the farm is sold. The Meadow Lawn Farm is not forgotten. Otsego was, and still is, a wonderful place to live with good neighbors. Article by Barbara Fisette and Rick Heuring with contributions from Marie Dehen Corbin and Millie Dehen Johnson.Peter and Theresia Dehen Original Dehen Farmhouse 6 | 2018 Winter Otsego View EMERALD ASH BORER In September, the Minnesota Department of Agriculture (MDA) has placed Wright County under an emergency quarantine after an ash tree was positively identified as being infected with the Emerald Ash Borer (EAB) insect. EAB, now found in 30 states, was first found in Minnesota in 2009. A total of 17 Minnesota counties are now under a full or partial quarantine to prevent the spread of this highly destructive tree pest. Currently, Minnesota has approximately 1 billion ash trees, the most of any state, according to the Agriculture Department. What does an emergency quarantine mean? It means that the following material is not legally allowed to move outside the quarantine area (Wright County), unless it is accompanied by an MDA certificate. • Ash logs and lumber • Ash tree waste • Ash chips and mulch • All hardwood firewood Research shows that EAB can have a one to two-year life cycle. Adults begin emerging in mid to late May, with peak emergence in late June. Females will begin laying eggs about two weeks after emerging. Eggs hatch one to two weeks and bore themselves through the bark and between the bark and wood, where nutrient levels are high. The larvae feed under the bark for several weeks, typically from late July through October. The larvae reach full size of 1 to 1.25 inches long. It is very rare that an adult EAB will be sighted. Therefore, residents are encouraged to look for signs and damage rather than the actual beetle itself. Options are typically limited to either chemical treatment or tree removal once a tree has been identified as being infested. According to the University of Minnesota, all ash trees species found in Minnesota are susceptible to the insect. Those species include white, green, and black ash trees. Mountain Ash is not considered a true ash tree and therefore is not susceptible to the insect. Watch your ash trees for infestation. Watch for this early 2019! REPORT STREET LIGHTS OUT With the end of daylight savings time, more people notice when a street light is not working. If you observe a street light not working please contact City Hall at 763.441.4414 to report it. City staff will contact the appropriate utility to have the street light repaired to ensure the safety of motorists and pedestrians. MAILBOX STANDARDS Mailboxes must be mounted a minimum of 48” from the street level and placed between 6” to 8” back from curb, and the front of the mailbox should be behind the back edge of the curb. Following these standards allows the snowplow wing to pass under the mailbox and in front of the post. If there should be damage to a mailbox during snow removal operations, city staff will assess the damage and assist the homeowner in repairing the mailbox only if the mailbox or post were physically struck by the snowplow itself and if the mailbox was originally installed to the standards above. Speed limits are set according to Minnesota State Statute 169.14. The City does not set the speed limits; for city streets, the council can request that the speed limit should be changed, but cannot implement the change until after consulting with MnDOT. MnDOT requires a fee, charged to the City, to complete their analysis of the requested street change. Even if the City Council requests a City street have a lower speed limit, after the MnDOT traffic study is completed, the results from the analysis by MnDOT may not support a reduction and may even require the speed limit to increase. Will lowering the speed limit reduce speeds? No. Studies show there is little change in the speed pattern after the posting of a speed limit. The driver is much more influenced by the roadway conditions. Will lowering the speed limit reduce crash frequency? No. Although lowering the speed limit is often seen as a cure-all in preventing crashes, this is not the case. Crashes are more often the result of driver inattention and driver error.
