BACKGROU ND/J USTIACATION:
On August 27, 2018 Jonathon Kuehn presented his Eagle Scout project proposal to the City Council. His
project included installing 8 flag poles around the current American and POW/MIA single flag pole that
stands in the middle of landscaped island just north of the Prairie Park shelter. This area also includes a
prior Eagle Scout project which is a stone monument honoring all the military services.
During the discussion, the City Council recommended Jonathon bring back additional information
concerning how the flags would be maintained and what the replacement costs would be. Staff
misunderstood the direction to mean that if the flag costs were successfully included in his fundraising
efforts, that the project would be able to proceed. The oversight was brought to Staff's attention after the
project was already completed.
As of 11/19/18, Jonathon has raised $2,828.00, not including a $150.00 outstanding pledge by the Rotary.
The cost to install the flag poles and purchase one set of 9 flags was $2,605.95. If the outstanding amount
of $150.00 was added to the revenue, there would be a difference of $372.05. This amount will be used
for future flag replacements. Jonathon has secured a vendor to provide replacement of all 9 flags at
$170.60. Before the installation of the additional 8 flag poles, the City had one flag pole which held the
American and POW/MIA flags. Replacing them approximately three times per year at a cost of $123.
The cost difference between replacing the two flags (old configuration) compared to the 9 flags (new
configuration) is an additional $47.60 for each replacement or if replaced three times per year would be
$142.80 annually. Jonathon's fundraising will cover the cost difference of $47.60 for approximately 2.5
years. Jonathon is still fundraising and will be meeting with the VFW in December to request funding for
an additional set of flags.
