BACKGROUND/JUSTIFICATION:
In March 2018, the City Council authorized a contract for Beacon GIS to complete a Response Time
Improvement & Fire Service Model. The scope of services included six deliverables, one of which was:
Generate a gap analysis and make recommendations for response time improvements that could be
made independently, prior to, or between the construction of future fire station facilities. Identify
implementation timeframes for each respective recommendation.
The report from Beacon GIS identifies that the current fire service area boundaries are not optimized for
response from the existing primary fire stations serving Otsego. The model used by Beacon GIS has
developed a recommendation that fire service area boundaries be adjusted to provide for the closest
response time.
In accordance with our Contracts, City staff provided notice to our contractual partners on August 28, 2018
that the City intends to negotiate a change to the fire service area boundaries. The City is proceeding so
that the changes may be effective as of January 1, 2019.
City staff along with the Fire Chiefs from the Cities of Albertville, Elk River and Rogers have thoroughly
reviewed the recommendation from BeaconGIS and have further made slight revisions to optimize the
boundaries based upon local knowledge of the Otsego community.

While the fire departments are performing currently within the NFPA 1720 guidelines, there are programs that can enhance the capabilities of
the fire department in the present time. Since major capital funding for future appropriations have yet to be approved based on the results in
the next section of this report, lower or minimal cost programs to improve response times currently can be adopted.
Primary Response Areas
According to the travel speed time model, the current fire district areas in Otsego are not optimized for response from the primary fire stations.
When the travel time model is programmed to mirror fire apparatus responding toward each other on every street, where they meet becomes
the closest area boundary.

RESOLUTION NO: 2018-75
APPROVING FIRE SERVICE AREA BOUNDARIES MAP
WHEREAS, the City of Otsego in March 2018 was awarded a Service Planning Grant from the State Fire
Marshal Division; and
WHEREAS, the City of Otsego in March 2018 authorized a contract for BeaconGIS to complete a Response
Time Improvement and Fire Service Model; and
WHEREAS, the Response Time Improvement and Fire Service Model Study has been completed and
reviewed in detail by the City of Otsego in October 2018; and
WHEREAS, the Response Time Improvement and Fire Service Model identified that the current Fire
Service Area Boundaries are not optimized for response from the existing primary fire stations serving
Otsego; and
WHEREAS, the City of Otsego based upon this recommendation and in accordance with our Contractual
Agreements provided notice to our Contractual Partners that the City of Otsego intends to negotiate a change
to the fire service area boundaries; and
WHEREAS, the City of Otsego along with the Fire Chiefs from our Contractual Partners have thoroughly
reviewed the recommendation and have made revisions to further optimize the boundaries based upon
local knowledge of the Otsego community; and
WHEREAS, the City of Otsego along with the Fire Chiefs from our Contractual Partners are in agreement
that the revised Fire Service Area Boundaries will provide the optimal response time to the Otsego
community as it currently exists.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO,
MINNESOTA:
That the Fire Service Area Boundaries Map as attached hereto as Exhibit A is hereby approved to be
effective beginning on January 1, 2019.
ADOPTED by the Otsego City Council this 26th day of November, 2018.
