AGENDA ITEM DETAILS RECOMMENDATION: Staff recommends hiring Curt Huettl for the 2018-2019 winter seasonal maintenance position at $13 per hour for 40 hours per week from December 1, 2018 to March 21, 2019. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The City has utilized a 40 hour per week winter seasonal position during the past three winter seasons to assist with snow removal of the sidewalks and parking lots at City Hall and Prairie Center, sidewalks along all owned City properties (i.e. storm water ponds and parks) and the sidewalks at the water treatment facilities. This position also has assisted with rink maintenance, building maintenance/ janitorial duties, minor equipment maintenance, and recreation program event/ set-up and take-down. Prior to utilizing a seasonal employee for sidewalk snow removal, a full-time employee would complete the sidewalk route only after completing their initial plow route. This typically caused the full-time employee to work after normal snow plow operations had been completed and all personnel had left. In past years, funding for this position had been split between the street and park departments with available funds from their part-time employee budget. However, due to the number of snow events in 2018, initiation of new park projects, and the increased work load for surface prep for certain street projects, both departments have exceeded their part-time employee budgets. Therefore, staff is requesting an additional $2,080 for the hire of a seasonal employee at $13 per hour for 40 hours per week for the month of December 2018. Staff is recommending funding for this position come from Parks & Recreation Part -Time Wages (101-45200-104). The 2019 Parks Maintenance budget includes a full-time position for the full year, but with the hiring process not yet started, funding would be available in the 2019 budget for the continuation of this position from January 2019 through when the full-time position is filled. This request was reviewed with the Public Works Subcommittee at the November 21 meeting, which provided recommendation that it be placed on the upcoming consent agenda. Curt worked for the Parks and Recreation department this summer as a seasonal maintenance worker. Curt is in good standing with the City and has had a background and drug test within the last year.
