10-15-18 Planning Commission MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL OCTOBER 15, 2018 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: Aaron Stritesky, Dave Thompson, and Alan Offerman; Absent: Commissioners Steve Schuck, Roger Mord, Jim Kolles, and Richard Nichols. Staff: City Council: CM Vern Heidner; Associate City Planner, Elizabeth Stockman; and Administrative Assistant, Kelly Thelen. 1. Announcements: None. 2 Consider the following minutes: 2.1 September 17, 2018 Planning Commission Meeting. Commissioner Thompson motioned to approve. Seconded by Commissioner Offerman. All in favor. Motion carried. 3. Public Hearing Item: 3.1 Kremer. A. PUD Development Stage Plan to allow development of one (1) single family dwelling. Associate City Planner Liz Stockman presented the Planning Report. Agent for applicants Roger and Sue Kremer, John Kiernan, 24154 97th Street Northwest, Zimmerman 55398, present and agreed with planning report. Mr. Kiernan added this lot is still part of the association but have no problems letting it go. Associate Planner Stockman said City Planner Licht said it is not a part of the association but will double check with him. Chair Black opened the Public Hearing at 7:07 PM. No comments were made. Chair Black brought the discussion to the Planning Commission members at 7:07 PM. Commissioner Offerman asked Associate Planner Stockman about other single family homes and what is the reasoning not allowing a driveway on Kadler Avenue Northeast. Commissioner Offerman inquired if the City will plow the well area. Associate Planner Stockman said Kadler Avenue Northeast is a minor arterial road so the policy is not to allow a driveway and have the option to go on the smaller street. CM Heidner said years ago Kadler Avenue Northeast was going to be a river access bridge and it could be switched into major arterial road. CM Heidner added most driveways off of Kadler Avenue Northeast were from previous years and this lot was going to be maintenance for the golf course, but plans changed and the City maintains the pumphouse there. Commissioner Thompson asked what the measurements were for the setback. Associate Planner Stockman said the house on the south side that faces Kadler probably with garage on backside. Associate Planner Stockman added it is somewhat limited in shape but it is the most desirable use at that location. Commissioner Thompson asked if the accessory building would be on the north side of lot. Associate Planner Stockman said yes probably as long as stays even with the house. Commissioner Offerman asked how the two lots on the east side of Kadler Avenue Northeast and south of 85th Street Northeast had driveways to Kadler Avenue Northeast and this lot cannot have a driveway to Kadler Avenue Northeast. CM Heidner said those were lots separated off agriculture land. Chair Black asked for additional public comment 7:15 PM. No comments were made. Chair Black closed the Public Hearing at 7:16 PM. Commissioner Offerman the maintenance will always be plowed and never be an issue. CM Heidner said it will be in the easement agreement, but will check with City Planner Licht. CM Heidner added they will have to plow to their house and if they need to get out earlier, they will have to have the ability to get to the road. Commissioner Offerman added that the resident could not have a fire pit or basketball hoop in their driveway so it does not interfere with City pumphouse. CM Heidner said the City will always need to get a truck in to the pumphouse area and it will be plowed at some point during the day. Commissioner Stitesky asked about the driveway length minimum. Associate Planner Stockman replied they are not worried about cars hanging into the right of way. Associate Planner Stockman added the easement will end at the lot line and it will be part of the agreement. ra Commissioner Stritesky motioned to recommend approval of a PUD Development Stage Plan for Lot 2, Block 1 Riverwood National 2nd Addition subject to the four conditions. Second by Commissioner Thompson. All in favor. Motion carried. Stockman add checking into the homeowner association. If anything changes, address it at Council meeting on October 22nd. 4. Update on City Council actions. Council Member Heidner updated the Planning Commission on recent City Council actions. 5. Update on future Planning Commission Agenda items. Associate City Planner Stockman updated the commissioners on possible future agenda items. No meeting on November 5th due to the election the following day. 6. Adjourn.
