AGENDA ITEM DETAILS RECOMMENDATION: Staff recommends approval for Hakanson Anderson to prepare plans and specifications for the 2019 Street Micro -Surface Project. No No BACKG ROU N D/J USTI FICATION: The City of Otsego, as part of the ongoing Street Renewal Program, completes an annual street renewal project to rejuvenate streets in failing or near failing conditions. The 2019 Street Renewal Project includes micro -surfacing (thin leveling bituminous layer +thin layer of bituminous slurry) the north end of Odean Avenue near the intersection of CSAH 39 and along 85th Street from just east of the new 85th Street roundabout at Nashua Avenue to Page Avenue. Only the drive lanes would receive the micro -surface while the shoulders would be fog sealed. Striping of these streets would be included in the 2019 Street Maintenance Project. This project is part of the Capital Improvement Plan (CIP) and has an estimated cost of $310,933.05 in the CIP budget. The proposed streets are designated MSA streets and MSA funds could be used for the project costs. However, the City's MSA Construction funds are currently being directed towards the 85th Street and Maciver Avenue projects. City staff will track the project costs so that in the event that the City has excess MSA Construction funds available in the future, the City can be reimbursed for this project. With approval to complete the plans and specification, the City Council should expect plans and specifications available for approval and authorization for advertisement for bid on February 25, 2019. The project could potentially be awarded to the lowest responsible bidder at the March 25, 2019 City Council meeting.
