Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Angela Hilde, Kitty Baltos, Doug Cassady,
Derrick Stark, Jim Breitbach, and Travis Rittenbach.
Absent: Cara Husak
City Council: Mayor Jessica Stockamp.
Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Parks Maintenance II
and Connie Schwecke, Administrative Assistant
1. Open Forum.
2. Consider Agenda Approval.
Commissioner Cassady motioned to approve the agenda. Seconded by
Commissioner Hilde. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 August 21, 2018 Regular Meeting Minutes and October 16, November 15 and
November 28, 2018 Special Meeting Minutes.
Commissioner Stark motioned to recommend to the City Council to
approve the regular & special meeting minutes as written. Seconded by
Commissioner Rittenbach. All in favor. Motion carried.
4. Unfinished Business.
4.1 Review Gravel Bed Tree Program.
Parks Maintenance II Nick Jacobs reviewed and updated the commissioners on
the Otsego Gravel Bed Tree Program for 2018. Mr Jacobs stated that a 10x30
gravel bed was built and 75 bare root trees were planted and after 20 weeks on
September 26, sixty-five trees were transplanted into various parks in Otsego
with only ten trees lost. Mr. Jacobs stated that this was a successful program
and will be implemented again next year.
5. New Business.
5.1 Recreation Spring Summer Program
Administrative Assistant Connie Schwecke reviewed 2018 Recreation
Programming and 2019 spring and summer programs. After discussion,
Commissioners agreed to proceed with the new summer programs presented in
the memo.

6. Parks and Recreation Director Update.
Parks and Recreation Director Demant reviewed and updated the commissioners on the
Norin Landing and Lefevbre Creek projects.
7. City Council Reports.
Mayor Jessica Stockamp gave an update to the commissioners on the successful Gifts
Anonymous Event where over 234 families from Otsego and Elk River were served.
Parks and Recreation Director Demant stated that Mayor Jessica Stockamp had been
awarded with the 2018 MRPA Board of Directors Award. Ms. Stockamp stated City
Council member Vern Heidner was presented at the December 10 city council meeting
with a plaque for his years of service.
8. Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by
Commissioner Hilde All in favor. Motion carried. Adjourned at 8:28
P.M.
