RECOMMENDATION:
City staff is recommending that the City Council call for a special meeting to evaluate progress, measure
success and provide direction on implementation of the 2018 Strategic Plan.

BAC K G ROU N D/J U STI A CATION:
In February 2018, the City developed a Strategic Plan (the Plan) through a facilitated discussion including
the Council and staff. The Plan created five practical vision statements for the City of Otsego, which are
included near the top of this document. To help achieve that vision, the Plan outlines three strategic
directions, which are: 1) positioning for growth; 2) empowering the organization; and 3) engaging
stakeholders. Embedded within the strategic directions, were focused implementation steps, which are
specific, measurable accomplishments to help keep the City on track.
One of the focused implementation steps was to provide at least an annual meeting to evaluate progress,
measure success and provide direction on implementation of the Plan.
