AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending that the City Council approve an Automatic Aid Agreement. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? Yes No BACKGROUND/J USTI FICATI ON: In March 2018, the City Council authorized a contract for Beacon GIS to complete a Response Time Improvement & Fire Service Model. The scope of services included six deliverables, one of which was: Generate a gap analysis and make recommendations for response time improvements that could be made independently, prior to, or between the construction of future fire station facilities. Identify implementation timeframes for each respective recommendation. The report from Beacon GIS provided a recommendation that the City seel< to implement automatic aid agreements between the Fire Departments providing fire protection services within the City. Upon completion of the study, this recommendation was verbally agreed upon by each Fire Chief from the respective fire departments. Subsequently, City staff contacted the State Fire Marshal's Office to obtain examples of automatic aid agreements from elsewhere in Minnesota. City staff then drafted an agreement applicable to the City's situation, with input and review provided by each Fire Chief from the respective fire departments as well as the Wright County Sheriffs Office. The Automatic Aid Agreement will provide formal direction to the Wright County Dispatch Center to automatically dispatch all three fire departments for confirmed structure fires, regardless of which service area the actual structure fire is located within Otsego. This new dispatch procedure will save precious time during the turnout phase of incident response and ultimately decrease the response times for confirmed structure fires. City Attorney MacArthur, as well as the Attorney for each respective City and fire department, and the Wright County Attorney have provided review of the draft Automatic Aid Agreement, each providing favorable review. BUDGET INFORMATION FUNDING: BUDGETED: N/A N/A City of Otsego - Automatic Aid Agreement AGREEMENT This Automatic Aid Agreement (Agreement) is entered into this 28th day of January, 2019, by and between the City of Otsego (the City), the City of Albertville Fire Department, the City of Elk River Fire Department and the City of Rogers Fire Department (the Fire Departments) and the Wright County Sheriff's Office Dispatch Center (Dispatch Center) is a voluntary Agreement for the Fire Departments to provide fire protection services to the City and to provide automatic aid in order to allow for a timely response to confirmed structure fires within the City. RECITALS WHEREAS, the City contracts with the Fire Departments for fire protection services; and WHEREAS, the Dispatch Center communicates with the Fire Departments. IT IS HEREBY AGREED BY AND BETWEEN THE PARTIES AS FOLLOWS: 1. Upon receiving a call for service to any confirmed structure fire within the City, the Dispatch Center shall automatically dispatch the Fire Departments through the appropriate dispatch centers regardless of a confirmed structure fire location. 2. Automatic aid shall be effective 24 hours a day, 7 days a week. 3. The department whose fire protection area covers the confirmed structure fire shall follow their standard operating procedures (SOPs). The other two departments shall respond with an engine company, unless further assistance is requested by the incident commander. 4. The Incident Commander from the responsible Fire Department shall be responsible for determining which other Fire Departments may be needed for mutual aid response to locations within the City and must provide this information to their respective dispatch centers. The Incident Commander may also cancel the responding automatic aid Fire Departments. 5. The City has adopted the Wright County Fire Chief's Association Joint Cooperative Agreement for Use of Fire Personnel and Equipment and all parties responding under this agreement are subject to said agreement. 6.
