Wings Financial Credit Union has acquired the Otsego branch of Klein Bank located at 1575187 th Street NE.
The subject site is within the PUD District for the Great River Centre development approved by the City
Council on 13 March 2006. The City Council approved development of the subject site for a bank office and
drive through with a PUD Development Stage Plan on 14 April 2008. Wings Financial is allowed to occupy
the subject site under the same conditions as previously approved. Wings Financial has changed out the
wall signs on the building and would like to install a new freestanding sign at the northwest corner of the
lot adjacent to Parrish Avenue (CSAH 42) and 87th Street.
The Great River Centre PUD District requires all signs comply with the Great River Centre Design Guidelines
and Section 37 of the Zoning Ordinance. Freestanding signs for individual lots are limited by the GRC
Design Guidelines to one sign 10 feet tall with a maximum area of 40 square feet. The proposed sign is
approximately 50 square feet in area and installed upon a structure that is 18 feet in height. Wings
Financial has initiated an amendment to the PUD Development Stage Plan to allow the proposed
freestanding sign.
The Planning Commission held a public hearing at their meeting on 4 February 2019 to consider the
request. Mr. Chris Clark of LeRoy Signs was present to represent the property owner. The Planning
Commission discussion focused on the broader issue of allowing signs for lots within Great River Centre
now that there is no central developer to implement the approved signage plan. The Planning Commission
concurred with City staff that the proposed sign for Wings Financial is appropriate for the site and that
signs on other lots will need to be considered as part of future PUD Development Stage Plan applications at
the time of development based on both the sign guidelines and Zoning Ordinance allowances. The public
hearing was closed and the Planning Commission voted 6-0 to recommend City Council approval of the
application. City staff has drafted findings of fact and decision based on the recommendation of the
Planning Commission for consideration by the Citv Council.

BACKGROUND
Wings Financial Credit Union has acquired the Otsego branch of Kleinbank located at 1575187th
Street NE. The subject site is within the PUD District for the Great River Centre development
approved by the City Council on 13 March 2006. The City Council approved development of the
subject site for a bank office and drive through with a PUD Development Stage Plan on 14 Apr!
2008. Wings Financial is allowed to occupy the subject site under the same conditions as
previously approved. Wing Financial has changed out the wall signs on the building and would
like to install a new freestanding sign at the northwest corner of the lot adjacent to Parrish
Avenue (CSAH 42) and 87th Street.
The Great River Centre PUD District requires all signs comply with the Great River Centre Design
Guidelines and Section 37 of the Zoning Ordinance. Freestanding signs for individual lots are

ANALYSIS
Section 11-37-5.0 of the Zoning Ordinance allows properties in commercial zoning districts one
free standing sign up to 20 feet in height with a maximum area of 100 square feet. The
freestanding sign proposed by Wings Financial would comply with this requirement if not
subject to the PUD District for Great River Center.
A detailed signage plan was proposed by the developer of Great River Centre modifying the sign
allowances for lots within the PUD District. The intent of the comprehensive signage plan was
to provide for necessary business identification signage and increase opportunity for signs
visible from TH 101, while at the same time maintaining consistency with the standards of the
Zoning Ordinance for the overall number and area of freestanding signs. The comprehensive
signage plan adopted as part of the PUD District allows for the following freestanding signs,
which are all to be owned and maintained by a management association encompassing the
entire development.
■ Three 50 -foot tall Interstate Monument signs along TH 101 having a total area of 320
square feet (960 square feet total)
Two Gateway Monument signs at 85th Street and 87th Street along CSAH 42 having an
area of 64 square feet (128 square feet total) not to exceed 15 feet tall.
■ Two Village Monument signs on either end of Parson Avenue at 85th Street and 87th
Street with a maximum area of 64 square feet (128 square feet) and maximum height of
14 feet.
The comprehensive signage plan also allows one additional freestanding tenant monument for
single users, which are limited to 40 square feet and height of 10 feet to function more as
directional signs in combination with wall signage. This is the requirement that a freestanding
sign on the Wings Financial lot is subject to. The proposed freestanding sign exceeds both the
area and height allowed for a freestanding sign on the lot.
There is one of the Interstate Monument signs in place adjacent to TH 101 to the east of
SuperTarget. It is unlikely that both of the other two Interstate Monument sings will be
constructed given the changes to the development that have occurred following forclosure by
the bank backing the original developer and the tax forfeit acquisition of the parcel south of
85th Street.
There is an existing Gateway Monument sign at the northeast corner of Parrish Avenue (CSAH
42) and 87th Street. This sign identifies SuperTarget, Napa Valley Liquors, and Great Clips,
which are all located within Block 1 on the north side of 871h Street. There are no available
spaces on the exsiting Gateway Monument sign available to identify Wings Financial.
The PUD sign guidelines plan for installation of a Village Monument sign at the southeast corner
of 87th Street and Parson Avenue. We anticipate that this sign would be oriented more to those

uses that develop to front onto Parson Avenue. The subject site does not have frontage to
Parson Avenue, but does have secondary access to Parson Avenue across an undeveloped lot.
City staff believes it is reasonable to consider an individual freestanding sign for the subject site
given the circumstances outlined above. The proposed sign is within the area allowance for the
Gateway Monument signs. The proposed sign does exceed the allowed height of the Gateway
Monument signs, but is two feet in height less than allowed for a freestanding sign within a
conventional commercial district.
RECOMMENDATION
Our office recommends approval of an amendment to the Great River Centre PUD District to
allow a freestanding sign for Wings Financial as outlined below.
POSSIBLE MOTIONS
A. Motion to approve an amendment of the Great River Centre PUD District for Lot 1,
Block 1, Shoppes of Great River Centre subject to the following conditions:
1. The freestanding sign shall not exceed sixty-four (64) square feet in area.
2. The freestanding sign (and structure) shall not exceed a height of eighteen (18)
feet.
3. The sign structure shall be constructed as a monument consistent with the Great
River Centre PUD District design guidelines.
4. The sign structure shall be setback ten (10) feet from the public right-of-way and
five (5) feet from any other lot line.
5. A sign permit shall be obtained prior to installation of any signs upon the
property.
B. Motion to deny the application based on a finding that the request is inconsistent with
the Comprehensive Plan, Zoning Ordinance and PUD District.

FINDINGS & DECISION
PUD DEVELOPMENT STAGE PLAN AMENDMENT
APPLICATION: Request for a PUD Development Stage Plan amendment for Lot 1, Block 1,
Shoppes at Great River Centre.
CITY COUNCIL MEETING: 11 February 2019
FINDINGS: Based upon review of the application and evidence received, the Otsego City Council
now makes the following findings of fact:
A. The legal description of the property is Lot 1, Block 1, Shoppes at Great River Centre, City of
Otsego, Wright County, State of Minnesota.
B. The property lies within the East Sewer District and is guided for commercial land uses by
the 2012 Otsego Comprehensive Plan, as amended.
C. The property is zoned PUD, Planned Unit Development District governed by the Ordinance
and PUD Development Stage Plan approved by the City Council on 13 March 2006.
D. The applicant is requesting amendment of the PUD Development Stage Plan to allow for
construction of a freestanding sign.
E. The Planning Commission and City Council must take into consideration the possible effects
of the request with their judgment based upon (but not limited to) the criteria outlined in
Section 20-3-2.F of the Zoning Ordinance:
The proposed action's consistency with the specific policies and provisions of the
Otsego Comprehensive Plan.
Finding: Great River Centre was approved as a PUD District to be a significant
commercial area within the City's primary commercial node located adjacent to the
CSAH 39 and CSAH 42 intersection. The Great River Centre site design guidelines
were adopted to establish a consistent, high quality character of development.
Specific to signs allowed within Great River Centre, the PUD District established
provisions for collocation of freestanding signs to maximize business identification
and minimize the number of freestanding signs. Circumstances related to the
development of the Great River Centre have negatively affected implementation of
the sign guidelines for colocation of freestanding identification signs. Allowance of a
freestanding sign for the property is therefore appropriate to provide for needed
business identification for the use.
2. The proposed use's compatibility with present and future land uses of the area.
Finding: The subject site is surrounded by the existing and planned uses shown
below. Considered in the context of signs allowed by the PUD District and Zoning
Ordinance, the proposed sign will be compatible with the surrounding land uses.

3. The proposed use's conformity with all performance standards contained within the
Zoning Ordinance and other provisions of the City Code.
Finding: The proposed sign will conform will all requirements of the Zoning
Ordinance and PUD District, including conditions of this PUD Development Stage
Plan amendment.
4. Traffic generation of the proposed use in relation to capabilities of streets serving the
property.
Finding: The proposed amendment will not result in additional traffic generation but
will aid in business identification of the property from Parrish Avenue (CSAH 42),
which is designated as a minor arterial roadway by the Transportation Plan.
5. The proposed use can be accommodated by existing public services and facilities
and will not overburden the City's service capacity.
Finding: The proposed amendment will not affect public services and facilities.
F. The planning report dated 31 January 2019 prepared by the City Planner, The Planning
Company LLC, is incorporated herein.
G. The Otsego Planning Commission opened a public hearing at their regular meeting on 4
February 2019 to consider the application, preceded by published and mailed notice; based
upon review of the application and evidence received, the public hearing was closed and the
Planning Commission recommended by a 6-0 vote that the City Council approve the request
based on the aforementioned findings.
DECISION: Based on the foregoing information and applicable ordinances, the request is hereby
APPROVED, subject to the following conditions:
The freestanding sign shall not exceed sixty-four (64) square feet in area.
2. The freestanding sign (and structure) shall not exceed a height of eighteen (18) feet.
3 The sign structure shall be constructed as a monument consistent with the Great River
Centre PUD District design guidelines.
4. The sign structure shall be setback ten (10) feet from the public right-of-way and five (5) feet
from any other lot line.
5. A sign permit shall be obtained prior to installation of any signs upon the property.
