SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER
MARCH 11, 2019
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 8:15 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner, Tom Darkenwald, Tina
Goede and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director, Andy
MacArthur, City Attorney, Daniel Licht, City Planner, Ron Wagner, City Engineer, and Tami Loff,
City Clerk.
1. Response Time Improvement & Fire Service Model.
City Administrator/Finance Director Flaherty said all three departments are meeting the NFPA
performance standards. He reviewed in detail the recommendation and implementation list
which included now/ongoing, short term, mid-term and long term. The City Council agreed to
explore the Junior Fire Academy and a program for installation of fire detectors. They also
directed City staff to bring back Grant information and options.
City Administrator/Finance Director Flaherty reviewed the different scenarios for fire station
locations as outlined in the fire study. The City Council discussed those scenarios in detail. They
concurred to have City staff begin due diligence on site acquisition based upon locations
discussed from the study scenarios. The Council further discussed having Beacon GIS come up
with one additional scenario with fixed locations at 85th Street/Park Avenue and 75th
Street/Odean Avenue.
Mayor Stockamp motioned to have the City Administrator/ Finance Director obtain
information from Beacon GIS on "scenario I" with a cost not to exceed $2,000.
Seconded by CM Tanner. All in favor. Motion carried.

CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
