ITEM 3.2 A 3.25.2019 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, MARCH 25, 2019 Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede, and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Wright County Sheriff Sean Deringer, gave a brief update on the year thus far. 2. Consider Agenda Approval. CM Warehime motioned to approve as written. Seconded by CM Tanner. All in favor. Motion carried. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. March 11, 2019 Meeting. B. March 11, 2019 Special Meeting. 3.3 Received Commission Meeting Minutes. A. Heritage Preservation Commission January 8, 2019. B. Public Safety Commission February 19, 2019. C. Parks and Recreation Commission January 15, 2019. 3.4 Motion to Close City Hall April 16, 2019 from 11:00 am -12:30 pm and April 30, 2019 from 10:00 am -1:00 pm for Employee Meetings, 3.5 Adopt Resolution 2019-14 Approving a Revised Purchasing Policy. 3.6 Approve Agreement with ISD 728 for testing of well near Otsego Elementary School. 3.7 Adopt Resolution 2019-15 Approving Final acceptance of all public improvements for Wildflower Villas. CM Warehime motined to approve. Seconded by CM Tanner. All in favor. Motion carried. 4. Administration. 4.1 Metro Appliance Recycling Claim List. CM Warehime stated he will be abstaining from this item. CM Darkenwald motioned to approve the claim list for Metro Appliance Recylcing in the amount of $57.15. Seconded by CM Tanner. Motion carried 4-0. CM Warehime abstained. 5. City Council Reports and Updates. 5.1 Commission Liaison Updates. A. Heritage Preservation Commission Liaison CM Tanner. CM Tanner said the commission met with members of the Lefebvre family regarding their family history and signage for the new park. Page 1 of 2 B. Parks & Recreation Commission Liaison Mayor Stockamp. Mayor Stockamp said the commission is prepping for the Easter Event coming in April and they are reviewing the Pride in our Park Program. She also stated the commission will review the Master Plan at their meeting in April. C. Public Safety Commission Liaison CM Warehime. CM Warehime said at the last meeting Steve Dittbenner answered questions regarding ambulance responses to Otsego and how Elk River Ambulance provides services. Other: CM Tanner asked if the City Council would be interested in business cards. The City Council concurred and will get their information to the City Clerk for ordering. CM Warehime asked if the City Council would consider adding signage for the Otsego Clean up week to be held May 1st through the 3rd held in conjunction with Metro Applicance Recyling to the same posts used for Park and Recreation events. Mayor Stockamp motioned to approve purchase of signage for the Otsego Clean up week. Seconded by CM Darkenwald. Motion carried 4-0. CM Warehime abstained. 6. Staff Reports and Updates. City Administrator/Finance Director Flaherty clarified the dates and time for Item 3.4 on the consent agenda; April 16, 2019 from 11 am to 12:30 pm staff training and April 30, 2019 from 10 am to 1 pm with the City Council present from 11 am to 12 pm and lunch will be provided. City Engineer Wagner gave a shout out to the Public Works crew for their work and continued canvassing of the city for flooding; they have done a great job. 7. Adjourn.
