BACKGROUND/JUSTIFICATION:
Over the last couple years, the City has added 6+ miles of new streets to their system via new
developments and municipal improvement projects. The City is allowed to establish up to 20% of their
total street mileage as Municipal State Aid (MSA) routes. Once a route is established as an MSA route it
generates Construction Needs money (or simply "Needs") for the City. State Aid money is distributed
among all MSA Cities based on 50% of the prorated share of each City's population and 50% of each City's
prorated Construction Needs.
An Annual Certificate of Mileage is submitted in January, for the previous year. This certification is requires
the City Engineer to certify the total mileage of streets within the City. This certification designates the
next years MSA Needs mileage. For 2019, Otsego is allowed to designate 25.24 miles of street as MSA.
Currently only 24.00 miles are being used resulting in 1.24 miles waiting for designation. Typically, the goal
of designating a route as MSA is to generate the maximum amount of Needs for the City. Streets with
higher traffic volumes will generate more Needs but a non -existing future street route will also generate
Needs, just to a lesser extent. Both ends of an MSA route must connect to another MSA route, County
State Aid Highway (CSAH) or an Interstate to be a valid route.
The following is the proposed revisions to the current MSA system to designate the unused portion of 1.24

96th Street and Ohland Avenue is being removed from the MSAS system to provide sufficient mileage for
the additions to the MSAS system and because these streets were reconstructed in 2018 using local
funding sources.
The cities of Otsego and Albertville share a portion of the 70th Street route. Both Cities will have to
coordinate the addition of this section to their system's needs. The City Engineer Ron Wagner (Otsego)
and Adam Nafstad (Albertville) have been in communication and are in agreement regarding this change.
Attached are resolutions and a Municipal State Aid Map showing the proposed locations of the new
Municipal State Aid street.
The 2019 allocations for Otsego will be $871,794 or $34,540 per mile.

RESOLUTION NO. 2019-17
RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets
hereinafter described should be revoked as Municipal State Aid Street under the provisions
of Minnesota law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego
that the roads described as follows, to -wit:
96th Street NE and Ohland Avenue NE from CSAH 39 to CSAH 42 (Wright County)
be, and hereby revoked as a Municipal State Aid Street of said City subject to the approval
of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed
to forward two certified copies of this resolution to the Commissioner of Transportation for
consideration, and that upon the approval of the revocation of said roads or portions
thereof, that same be constructed, improved and maintained as a City Street of the City of
Otsego.

RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets
hereinafter described should be designated or extended Municipal State Aid Streets under
the provisions of Minnesota law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Otsego
that the roads described as follows, to -wit:
70th Street NE from Kadler Avenue NE to CSAH 19
Kadler Avenue NE from 70th Street NE to 80th Street NE
80th Street NE from Kadler Avenue to CSAH 19
be, and hereby established, located, and designated a Municipal State Aid Streets of said
