BACKGROUND/JUSTIFICATION:
The City of Albertville operates a waste water treatment facility (WWTF) located at 63`d Street and MacIver
Avenue. Effluent from the WWTF is discharged to the adjacent natural environment lake, which empties
into Otsego Creek at 70th Street and travels through Otsego to the Mississippi River. In responding to
MPCA requirements to reduce phosphorous discharge from its WWTF, Albertville is proposing to construct
a sewer discharge pipe a length of approximately five miles from the WWTF to the Mississippi River.
The proposed sewer discharge pipe is an essential utility service under the definitions adopted within
Section 11-2-2 of the Zoning Ordinance. An essential service other than those operated by the City of
Otsego are allowed as a conditional use by Section 11-32-5.A of the Zoning Ordinance. The City of
Albertville has submitted application for approval of a conditional use permit to allow the proposed sewer
discharge pipe to cross within the Riverwood Inn and Turnquist properties north of 95th Street (CSAH 39).
A public hearing to consider the application was held by the Planning Commission at their meeting on 1
April 2019. Albertville City Administrator Adam Nafstad was present to address the Planning Commission.
Mr. Stuart Turnquist was also present and stated his support for the project. The Planning Commission had
no concerns regarding the project. There were no other comments from the public. Questions from the
