BACKGROUND/JUSTIFICATION:
The City adopted its first field usage fees in 2014. At that time, the Parks and Recreation Commission and
City Council intention was not to have these fees cover the entire cost of maintaining the fields, but to help
offset the costs without burdening the youth athletic associations with high usage fees. One reason for this
approach, is due to the fact that all of the athletic organizations continue to contribute financially to field
improvements. The most recent contribution came from TRSA in the amount of $100,000 for the
construction of the Dale Lehrke soccer field complex.
Since the establishment of the field usage fees in 2014, organizations have been increasing their use of the
fields. Camps are now being offered during the day, and there are more tournaments offered throughout
the year. Both require additional maintenance which is not currently addressed in the current fee
structure. The fee structure that staff is recommending, and the Otsego Parks and Recreation Commission
voted unanimously to recommend, are still below what other neighboring communities are charging
however address the increase use of the fields.

AN ORDINANCE AMENDING THE CITY CODE REGARDING

THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 3-1-2.13 of the City Code (Fee Schedule —Play Field Use) is
hereby amended as follows:
