Call to Order.
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: Jim Kolles, David Thompson, Richard
Nichols, Vern Heidner, and Alan Offerman; Absent: Commissioners Roger Mord and
Aaron Stritesky; City Council: CM Tom Darkenwald. City Staff: City Planner Daniel Licht
and Administrative Assistant Kelly Thelen.
1. Announcements:
Chair Black announced that Item 4.3 will be continued to the April 15th agenda at the
applicant's request.
2. Annual Business:
2.1 Election of the 2019 Planning Commission Chair & Vice -Chair.
Commissioner Thompson motioned to appoint Pam Black as Chair. Seconded
by Commissioner Nichols. All in favor. Motion carried.
Commissioner Thompson motioned to appoint Alan Offerman as Vice Chair.
Seconded by Commissioner Nichols. All in favor. Motion carried.
3. Consider the following minutes:
3.1 February 19, 2019 Planning Commission Meeting.
Commissioner Offerman motioned to approve. Seconded by Commissioner
Kolles. All in favor. Motion carried.
4. Public Hearing Items:
4.1 City of Albertville Conditional Use Permit.
City Planner Licht presented the Planning Report.
Applicant, Albertville City Administrator Adam Nafstad agreed with the report by City
staff.

Stewart Turnquist, 11020 95th Street Northeast, Otsego, stated his support for the
application.
Chair Black brought the discussion to the Planning Commission members at 7:07 PM.
Commissioner Offerman asked if the sewer discharge pipe would be constructed by
directional drilling or open cut. Mr. Nafstad replied that the pipe will be placed primarily
with directionally drilling, but some areas will be open trench for manholes and working
with existing utilities. Mr. Nafstad added as the sewer discharge pipe approaches the
Mississippi River it will be open cut because of the limited grade.
Commissioner Nichols asked if the project is on the south side of 70th Street Northeast.
Mr. Nafstad replied yes. Commissioner Nichols asked about the timing for 70th Street
improvements. City Planner Licht said Wright County will be starting the project in
2019.
Commissioner Heidner questioned if the right-of-way on County Road 19 is wide
enough for future road expansion. Mr. Nafstad said widening will not be a problem
because the County gave an offset for the utility from the existing roadway. Mr. Nafstad
added it is generally located in the bottom of ditch on west side of County Road 19 by
telephone pole lines.
Chair Black returned to the public for additional comment at 7:10 PM.
There were no other comments from the public.
Chair Black closed the public hearing at 7:11 PM.
Commissioner Thompson motioned to recommend approval of a conditional
use permit for the City of Albertville for construction of a sewer discharge
pipe within the City of Otsego subject to two conditions. Seconded by
Commissioner Offerman. All in favor. Motion carried.
4.2 Barthel—Praught:
A. Conditional Use Permit to allow for subdivision of a lot for a single
family dwelling less than 20 acres in area.
City Planner Licht presented the Planning Report.
Joseph Barthel, 11483 16th Street Northeast, St. Michael, applicant, present and agreed
with report. Mr. Bathel asked about the requirement for utility easements. City Planner
Licht replied the easements are on the north, east, and south side of the lot. Mr. Barthel

asked if it was public property. City Planner Licht answered it is private property but the
City can have access to the easement for drainage purposes.
Chair Black opened the Public Hearing at 7:16 PM.
There were no public comments.
Chair Black brought the discussion to the Planning Commission members at 7:16 PM.
Commissioner Thompson asked if the 150 feet between the two properties was for a
future street. City Planner Licht said that the 150 foot distance allows for a future lot
between the existing lot and proposed lot.
Chair Black returned to the public for additional comment at 7:18 PM.
There were no other comments from the public.
Chair Black closed the public hearing at 7:18 PM.
Commissioner Nichols motioned to approve a conditional use permit allowing
administrative subdivision of a lot with an area less than 20 acres with the A-
2 District subject to the six conditions. Seconded by Commissioner Kolles. All
in favor. Motion carried.
4.3 Insurance Auto Auctions, Inc:
A. Concept Plan for development of a 100 acre auto auction facility.
City Planner Licht stated that this item is to be continued on April 15 at the Applicant's
request.
Chair Black opened the Public Hearing at 7:20 PM.
There were no public comments.
Commissioner Thompson motioned to continue the public hearing on April
15, 2019. Seconded by Commissioner Nichols. All in favor. Motion carried.
4.4 Amendments of the Zoning Ordinance:
A. Small cell wireless facilities and equipment.

Chair Black opened the Public Hearing at 7:25 PM.
No comments made.
Chair Black brought the discussion to the Planning Commission members at 7:25 PM.
Commissioner Offerman asked if the City has decorative light fixtures, can the City
require the small wireless facility to match of move to an alternate location. City
Planner Licht said yes.
Chair Black returned to the public for additional comment at 7:32 PM.
There were no other comments from the public.
Chair Black closed the public hearing at 7:32 PM.
Commissioner Thompson motioned to recommend approval of an ordinance
amending the City Code to regulate small cell wireless facilities, as presented.
Seconded by Commissioner Offerman. All in favor. Motion carried.
5. Update on City Council actions.
CM Tom Darkenwald updated the Planning Commission on recent City Council actions.
Mayor Stockamp will attend the next meeting on April 15 as the Council liaison.
6. Update on future Planning Commission Agenda items.
City Planner Licht updated the commissioners on possible future agenda items.
7. Adjourn.
Commissioner Kolles motioned to adjourn. Seconded by Commissioner
Thompson. All in favor. Motion carried. Adjourned at 7:42 PM.
