ITEM 3.2CMinutes 5.6.2019ITEM 3_2G OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER May 6, 2019 5:30 PM Call to Order. Mayor Stockamp called the meeting to order at 5:37 PM due to difficulties with the recording system. It should be noted that although the recording system indicated it was functioning properly, when the audio was checked after -the meeting, there was no recording. Roll Call: Mayor Jessica Stockamp; Councilmembers: Jason Warehime, Tina Goede, Corey Tanner, and Tom Darkenwald. City Administrator: Adam Flaherty; City Planner: Daniel Licht; Administrative Assistant: Kelly Thelen. Attending from the Wright County Assessor's Office: Wright County Assessor Tony Rasmuson, Assessor Lori Thingvold, and Assessor Mike Vanderlinden. 1. Review Valuations of Property Owners. (Continued from April 22. 2019 Daniel Limoseth, 14975 95th Street NE, 118-500-164401 and 118-500-211100. Assessor Mike Vanderlinden noted regarding PID 118-500-211100, referenced a handout distributed to the Council. He mentioned that after physical inspection of the property and completion of a comparable sales grid, that Wright County recommended a decrease in the value from $168,500 to $163,000. Mr. Limoseth commented that it still represents an increase of $14,600 (9.8%) from the previous year, and that the percentage was higher than the average within Otsego. Assessor Mike Vanderlinden noted regarding PID 118-500-164401, referenced a memorandum from City Planner Licht, which confirms that this lot is able to be built upon, and therefore are recommending no change in value. CM Darkenwald commented that this memorandum confirms the lot is buildable, and City Planner Licht confirmed. Mr. Limoseth noted there were errors in the memorandum regarding the PID numbers. City Planner Licht apologized and said he will update and provide the accurate version to the property owner tomorrow. Mr. Limoseth provided his email address to City staff. CM Warehime motioned to reduce the value for 118-500-211100 as recommended by the County to $163,000. Second CM Darkenwald. All in favor. Motion passed. CM Darkenwald motioned to leave 118-500-164401 value remain unchanged at $50,000. Seconded by CM Warehime. All in favor. Motion passed. Thain Spar, 6868 O'Dean Avenue NE, 118-500-331200; Assessor Mike Vanderlinden referenced a handout distributed to the Council. He mentioned that after physical inspection of the property there were changes in the amount of square footage of the house and garage; additional value added for a 3/4 bathroom in the basement; an additional fireplace; and finally, there were 7 acres of land changed to tax exempt wetlands. Assessor Mike Vanderlinden commented that the land value decreased, but the home value increased due to these factors. He further referenced the handout and completion of a comparable sales grid, and that Wright County recommends no change in value. Mr. Spar addressed the Council and stated that he disagrees with the recommendation. He distributed a packet of materials to the Council, including real-estate data from his realtor within the City. Mr. Spar also provided a background on the purchase of his home, stating he feels that he paid too much for his home at the time of purchase. He explained the rationale behind the distributed materials and that he thinks the data does not support the value recommendation from the County. Mr. Spar questioned the Wright County comparable sales grid and adjustment factors for: pools, effective year built, time adjusted sales and build quality. Wright County Assessor Rasmuson and Assessor Mike Vanderlinden explained those factors to Mr. Spar and the Council. City Council members commented on how it is difficult to support a reduction from the County recommended value based upon the information provided by Mr. Spar. After additional discussion and deliberation: CM Darkenwald motioned to adjust the value for 118-500-331200 to $717,900. Second by CM Goede. Motion failed 2-3. Mayor Stockamp, CM Warehime and CM Tanner opposed. City Council members recommended Mr. Spar obtain an appraisal and bring his appeal to the Wright County appeal meeting on June 17th . County Assessor Rasmuson reminded Mr. Spar he will need to schedule his appeal for that meeting. Mayor Stockamp motioned to leave 118-500-331200 value remain unchanged as recommended by the County at $728,900. Second CM Tanner. Motion carried 3-2. CM Darkenwald and CM Goede opposed. 2. Adjourn.
