Call to Order.
Mayor Stockamp called the meeting to order at 7:18 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede and Jason
Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Andy
MacArthur, City Attorney; Ron Wagner, City Engineer; and Tami Loff, City Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.

2. Consider Agenda Approval.
CM Darkenwald motioned to approve as written. Seconded by CM Warehime. All in favor.

CM Warehime motioned to approve. Seconded by CM Tanner. All in favor. Motion carried.
4. Community Development:
4.1 Gilman:
A. Zoning Man amendment to rezone the Drooerty from R-2, Residential Lona Range Urban
Service District (Large Lot) to A-1, Agriculture Rural Service District.
City Planner Licht presented the staff report.
CM Darkenwald motioned to adopt Ordinance 2019-09 amending the Zoning Map for the
Robert E. Gilman Trust based upon the Findings of Fact and Decision as presented.
Seconded by CM Warehime. All in favor. Motion carried.

4.2 Hansen Heights:
A. Zoning Map amendment rezoning from A-1 District to R-4 District.
B. PUD -CUP related to lot requirements.
C. Preliminary_ plat.
City Planner Licht presented the staff report. The Applicant was present and had no comments.
CM Tanner asked the City Attorney if he shoud abstain due to family members owning property adjacent
to this development. City Attorney MacArthur said yes. CM Darkenwald asked about grading of the
property. City Engineer Wagner said they will be doing a lot of grading along 75th Street and that is the
main removal of material.
Scott Dahlke, Civil Engineering Site Design, got up and explained the grading further.
CM Warehime motioned to adopt Resolution 2019-23 vacating existing public right-of-way,
adopt Ordinance 2019-10 amending the Zoning Map based on the Findings of Fact and
Decision as presented, and approve a preliminary plat and PUD -CUP for Hansen Heights
subject the stipulations as stated in the Findings of Fact and Decision as presented.
Seconded by Mayor Stockamp. Motion carried 4-0. CM Tanner abstained.
5. Administration:
5.1 Elk River Municipal Utilities Street Light Replacements Options.
City Administrator/Finance Director Flaherty presented. City staff to confirm what the funds in the Above
Standard Street Lighting Fund can be used for and if there are any other lighting options available. Staff
was directed to bring this item back to the next meeting.
6. City Council Reports and Updates.
6.1 Commission Liaison Updates.
A. Heritage Preservation Commission Liaison CM Tanner.
CM Tanner said the commission didn't meet due to no quorum.
B. Parks & Recreation Commission Liaison Mayor Stockamp.
Mayor Stockamp said the commission reviewed the draft Master Park Plan. City Administrator/Finance
Director Flaherty said that Parks and Recreation Director Ross Demant is requesting a special meeting
May 13 after the regular scheduled meeting for the City Council review of the Park Master Plan.
Mayor Stockamp called a Special Meeting on May 13, 2019 to directly follow the 7:00 PM
meeting for review of the Parks Master Plan. Seconded by CM Warehime. All in favor.
Motion carried.
C. Public Safety Commission Liaison CM Warehime.
CM Warehime said the commission reviewed ambulance services and they will be continueing to review
all services.
D. Planning Commission Liaison CM Darkenwald.
Mayor Stockamp gave an update on the commission meeting stating all the items were approved
tonight.
7. Staff Reports and Updates.
City Administrator/Finance Director Flaherty reminded the City Council of the All Employee meeting on
April 30, 2019; the City Council to attend at 11:00 am.

City Planner Licht said there is a Planning Commission Meeting on May 6, 2019 and City Engineer
Wagner said Wright County will be working on the county park bank restoration this summer and he also
gave some project updates.
8. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion
carried. Adjourned at 8:11 PM.
