Call to Order.
Mayor Jessica Stockamp called the meeting to order at 8:53 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner, Tom Darkenwald, Tina
Goede and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director, Ross
Demant, Parks & Recreation Director and Dan Licht, City Planner.
1. Review Draft of Parks Master Plan.
Representative Gabrielle Grinde from Hoisington Koegler Group, Inc. (HKGI) was present to
review the draft Parks & Recreation System Master Plan (the Plan). HKGI presented a
PowerPoint to the City Council outlining the process and summarizing the contents of the Plan.
CM Tanner asked about certain amenities not included on the metrics summary on page 10.
HKGI and City staff clarified that Appendix B included more in-depth metrics, and that some of
the amenities mentioned were included on maps later in the document.
CM Warehime requested captions be placed on photos within the Plan that are not from the City
so that readers of the Plan are not confused on whether the pictures were Otsego amenities.
During review of the park service areas on pages 45-46, Mayor Stockamp and CM Goede
indicated that private neighborhood playlots should be included, such as those in Martin Farms
and the Pointe. By looking at the current map, it appears there are coverage gaps, when in
reality those are met with the private playlots.
When reviewing the trail network plan on pages 65-66, Mayor Stockamp requested that
additional clarification should be provided to #9 to address the I94 crossing concerns, especially
since it was a comment on page 61.
Mayor Stockamp asked when the new park maps within Apendix A will be available to upload to
the City website. HKGI and City staff noted that this can happen at any time.
HKGI and City staff reviewed the process to formally adopt the Plan. There will be a 30 -day
public comment period, after which the Planning Commission will provide a review, as the Plan
will be incorporated into the City's Comprehensive Plan. Upon recommendation for approval by
the Planning Commission, the City Council will formally adopt. It was discussed that if there
were no significant changes, that this would happen through the consent agenda.

CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
