Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:03 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Corey Tanner and Jason Warehime.
Councilmember Tom Darkenwald arrived at 6:53 PM. Absent: Councilmember Tina Goede.
Staff: Adam Flaherty, City Administrator/Finance Director; Kurt Neidermeier, Utility Manager;
Ron Wagner, City Engineer and Tami Loff, City Clerk. Also present: Scott Schaefer, AE2S
Engineer.
1. East WWTF Biosolids Facility.
AE2S Engineer Scott Schaefer reviewed the Biosolids Building concept progress for the East
facility in detail as outlined in the staff report. Long term disposal is recommended at Elk River
Landfill (Waste Management) with the option for disposal at the Vonco Landfill in Becker. He
presented a building sample of the Kalwall translucent panels that allow natural lighting during
the day. There was discussion on the green roof option and cost. The City Council consensus is
to remove the green roof option due to pricing; if anything they agreed to look at the options
and costs for the green roof just for the office section.
AE2S Engineer Schaefer reviewed the project cost and the project schedule. The next step will
be to open for bidding in early 2020 with completion in 2021.
