OTSEGO CITY COUNCIL SPECIAL MEETING
OTSEGO PRAIRIE CENTER
JUNE 10, 2019
Call to Order.
Mayor Stockamp called the meeting to order at 7:43 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Jason Warehime, Corey
Tanner and Tina Goede. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht,
City Planner and Tami Loff, City Clerk.
1. 2020 Budget Discussion.
City Administrator/Finance Director Flaherty reviewed in detail the items outlined in the staff
memo which included the special revenue funds and debt service funds. The City Council
concurred as presented.
City Administrator/Finance Director Flaherty presented some additional concepts to consider
including in the 2020 budget, which we did not have time for at the budget kickoff meeting on
May 28, 2019. Those items included: a utility rate study, a personnel policy update, a
compensation and benefits analysis, the rotation of facilitated strategic planning sessions, and
the idea of hiring an intern. The City Council concurred with the concepts at this time and
directed staff to further research the items for inclusion in the line item budgets, at which time
the Council will provide additional review.
City Administrator/Finance Director Flaherty also reviewed the property tax levy summary. The
City Council concurred that they would like to maintain or decrease the tax rate.
2. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Tanner. All in favor. Motion
carried. The meeting adjourned at 8:55 PM.
