ITEM 3.3C Planning 5.20.2019 MinutesITEM 3.3C OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL MAY 20, 2019 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Vern Heidner, Richard Nichols, Jim Kolles, and Alan Offerman; Absent: Commissioners: Aaron Stritesky, Roger Mord; City Council: CM Tom Darkenwald. City Staff: City Planner Daniel Licht and Administrative Assistant Kelly Thelen. 1. Announcements: Chair Black announced Roger Mord has submitted his resignation effective May 17, 2019, and thanked him for the time on Commission. 2. Consider the following minutes: 2.1 May 6, 2019 Planning Commission Meeting_ Commissioner Thompson motioned to approve. Seconded by Commissioner Offerman. All in favor. Motion carried. 3. Public Hearin_ Items: tems: 3.1 Kolles/Valerius: A. Zoning Map amendment rezoning from A-1 District to A-2 District. B. Conditional Use Permit to allow 1 lot less than 20 acres in area and 450 feet in width. City Planner Licht presented the Planning Report. Applicant, Trenton Kolles, 11787 NE 95th St., present, said that he talked to Wright County regarding access. Mr. Kolles said he agreed with the recommendations of City staff. Chair Black opened the Public Hearing at 7:06 PM. No comments made. Chair Black brought the discussion to the Planning Commission members at 7:07 PM. Otsego Planning Commission 20 May 2019 Page 2 Commissioner Thompson questioned the location of the driveway to 70th Street. City Planner Licht commented that when he spoke to the County they said the existing field access would move west and be shared by both parcels. Chair Black reopened the Public Hearing at 7:08 PM. No comments made. Chair Black closed the public hearing at 7:09 PM. Commissioner Offerman motioned to recommend approval of a Zoning Map amendment rezoning the subject site from A-1 District to A-2 District based on a finding that the request is consistent with the criteria outlined in Section 11-3-2.F of the Zoning Ordinance. Seconded by Commissioner Kolles. All in favor. Motion carried. Commissioner Thompson motioned approve a conditional use permit allowing administrative subdivisions of a lot with an area less than 20 acres within the A-2 District, subject to the seven conditions. Seconded by Commissioner Offerman. All in favor. Motion carried. 3.2 Great River Centre Office Building: A. PUD Development Stage plan for an office building. B. Preliminary Plat and Final Plat. City Planner Licht presented the Planning Report. Steve Fisher, Arrow Companies, 10766 Dunkirk Lane N, Maple Grove, present, and said agreed with report by City staff. Chair Black reopened the Public Hearing at 7:20 PM. No comments made. Chair Black brought the discussion to the Planning Commission at 7:20 PM. Commissioner Heidner asked when the start date is. Mr. Fisher replied in June. Commissioner Thompson commented on the access to the parking lot. City Planner Licht answered the entrance is on the south side of the building to Parson Avenue and is located across from the existing driveway on the west side of Parson Avenue. Otsego Planning Commission 20 May 2019 Page 3 Commissioner Heidner questioned if the shared driveway is private. City Planner Licht said yes. Commissioner Thompson asked how wide the parking stalls are. City Planner Licht answered 9 feet as required by Zoning Ordinance. Commissioner Offerman remarked that he does not like to see a residential look to the building with horizontal lines, but also wants to make sure building looks same from all angles. City Planner Licht reviewed the building elevation drawings and how they have incorporated some design elements with the view that faces 87th Street and Parson Avenue on A3.1. Commissioner Thompson added the building looks nice and liked the forward setback to Parson Avenue with the parking on the other side. City Planner Licht said the setback from 87th Street is 30 feet and 20 feet on Parson Avenue so it is closer to the street. Commissioner Thompson asked where the sidewalk is. City Planner Licht said commercial streets have sidewalks on both sides and one will be constructed on the east side of Parsons Avenue. Commissioner Offerman asked about allowing a freestanding sign since it is not included now. City Planner Licht said the conditions of approval are written to allow one freestanding sign. Chair Black returned to the public for additional comment at 7:27 PM. No comments made. Chair Black closed the public hearing at 7:27 PM. Commissioner Thompson motioned to recommend approval of a preliminary/final plat for Great River Centre of Otsego Fifth Addition and PUD Development Stage Plan for Lot 1, Block 1 subject to the 12 conditions. Seconded by Commissioner Heidner. All in favor. Motion carried. 3.3 Carron Addition: A. Variance to allow density greater than 1 dwelling unit per 10 acres within an A-22 District. B. Conditional use permit to allow for subdivisions of a lot into two lots each within an area less than 20 acres in area within an A-2 District. C. Preliminary and final plat. Otsego Planning Commission 20 May 2019 Page 4 City Planner Licht presented the Planning Report. City Planner Licht added that Condition 2. is to be deleted. Chair Black opened the Public Hearing at 7:35 PM. No comments made. Chair Black brought the discussion to the Planning Commission members at 7:35 PM. Commissioner Heidner questioned if there will be an issue with sight lines for driveways to 85th Street. City Planner Licht said that the driveway location is subject to subject to approval of the City Engineer. Commissioner Offerman asked if the property owner have the option to have access 83rd Street. City Planner Licht said yes. Chair Black returned to the public for additional comment at 7:37 PM. No comments made. Chair Black closed the public hearing at 7:37 PM. Commissioner Offerman motioned to recommend approval of a variance, conditional use permit and preliminary/final plat for the Carron Second Addition subject to the two conditions. Seconded by Commissioner Nichols. All in favor. Motion carried. 4. Update on City Council actions. Council Member Darkenwald updated the Planning Commission on recent City Council actions. 5. Update on future Planning Commission Agenda items. City Planner Licht updated the commissioners on possible future agenda items. Commissioner Thompson said that he had spoken to Council Member Tina Goede to suggest benches be installed along trail on 85th. Council Member Darkenwald said that he will mention the issue at a Council meeting. 6. Adjourn. Commissioner Offerman motioned to adjourn. Seconded by Commissioner Thompson. All in favor.
