AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends adoption of a resolution establishing no parking zones on 54th Street near Frankfort Park. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/J USTIACATION: There has been parking on 54th Street by users of the baseball field at Frankfort Park occurring over the last several years. The vehicle parking reduces the travel width of the 28 foot wide street obstructing traffic and causing congestion. The reduced travel width of the street and resulting congestion also has the potential to interfere with emergency vehicle access to the neighborhood, including Frankfort Park. Parks and Recreation Director Ross Demant has in the past contacted the athletic associations to request that teams scheduled to practice at Frankfort Park utilize the on -street parking designated on Randolph Avenue and not park on 54th Street. Site inspections since the notice was sent indicate that there has not been a change in people parking on 54th Street. To prevent congestion in the public street and protect public safety, the City Code establishes that the City Council may designate parking zones upon City streets. City staff recommends that the segment of 54th Street shown on Exhibit A of the attached resolution be designated as a no parking zone. Enforcement of the parking zone would be the responsibility of the Wright County Sheriff as part of their contracted services. The Public Works Subcommittee reviewed this item at the 19 June 2019 meeting and recommends approval. Streets Operations Manager Lamson has obtained a cost estimate of $460.00 for the cost of labor and materials for signs designating the no parking zones. The work will be undertaken upon approval of the no parking zone by the City Council. BUDGET INFORMATION FUNDING: BUDGETED: General Fund—Streets Department Yes RESOLUTION NO.: 2019 - 34 CITY OF OTSEGO COUNTY OF WRIGHT, MINNESOTA A RESOLUTION DESIGNATING A NO PARKING ZONE ON A SEGMENT OF 54TH STREET BETWEEN RAMIER AVENUE AND RANDOLPH AVENUE NEAR FRANKFORT PARK. WHEREAS, 54" Street between Ramier Avenue and Randolph Avenue adjacent to Frankfort Park is a local urban section street designed for lot access for adjacent properties guided by the Comprehensive Plan and zoned for residential uses; and, WHEREAS, the on -street parking of vehicles adjacent to Frankfort Park may cause congestion on the public street and reduce access by emergency vehicles, which is a risk to public health safety and welfare; and, WHEREAS, Randolph Avenue has been designated and striped for on -street parking abutting Frankfort Park to provide parking stalls for park users; and, WHEREAS, Section 7-2-2.A.1 of the City Code authorizes the City Council to designate parking zones by resolution. NOW, THEREFORE, IT IS HEREBY RESOLVED THAT the segment of 54tH Street shown on Exhibit A within the City of Otsego shall be designated as a no parking zone and posted with signage as determined by the City Engineer.
