BACKGROUND/J USTIACATION:
There has been parking on 54th Street by users of the baseball field at Frankfort Park occurring over the last
several years. The vehicle parking reduces the travel width of the 28 foot wide street obstructing traffic
and causing congestion. The reduced travel width of the street and resulting congestion also has the
potential to interfere with emergency vehicle access to the neighborhood, including Frankfort Park.
Parks and Recreation Director Ross Demant has in the past contacted the athletic associations to request
that teams scheduled to practice at Frankfort Park utilize the on -street parking designated on Randolph
Avenue and not park on 54th Street. Site inspections since the notice was sent indicate that there has not
been a change in people parking on 54th Street.
To prevent congestion in the public street and protect public safety, the City Code establishes that the City
Council may designate parking zones upon City streets. City staff recommends that the segment of 54th
Street shown on Exhibit A of the attached resolution be designated as a no parking zone. Enforcement of
the parking zone would be the responsibility of the Wright County Sheriff as part of their contracted
services.
The Public Works Subcommittee reviewed this item at the 19 June 2019 meeting and recommends
approval.
Streets Operations Manager Lamson has obtained a cost estimate of $460.00 for the cost of labor and
materials for signs designating the no parking zones. The work will be undertaken upon approval of the no
parking zone by the City Council.
