BACKGROUND/JUSTIFICATION:
The City purchased a dedicated field marking machine in 2016. This machine assisted staff in reducing the
time and paint required to paint lines for the three full size soccer fields, 7 mid-size soccer fields, and the
six baseball fields located throughout the City.
This machine has seen increasing breakdowns and repairs cost over the past two years. These breakdowns
require a considerable amount of staff time to repair and to borrow other city's equipment to complete
the work.
Because of these issues, staff is recommending an adjustment to the Capital Improvement Plan by moving
the purchase of a new field painter from 2021 to 2019. Below is the information that was used to figure
the estimated annual costs to line the playfields.

Annual Cost to Paint: 42.5 Hours Painting per year
(Includes 10 hours per year spent dealing with breakdowns fulltime rate of $22)
Staff Costs: $820 (Average rate of $18.46)
Paint Costs: $2,000
Equipment Cost: $677.60 (8% Depreciation)
