ITEM 3.2A 6.24.2019 MinutesITEM 3.2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, JUNE 24, 2019 Call to Order. Mayor Stockamp called the meeting to order at 7:01 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Andy MacArthur, City Attorney; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. CM Tanner motioned to approve as written. Seconded by CM Warehime. All in favor. Motion carried. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. June 10, 2019 Meeting. B. June 10, 2019 Special Meeting_ C. June 10, 2019 6 PM Special Meeting. 3.3 Received Commission Meeting Minutes. A. Parks and Recreation Commission April 16, 2019. B. Public Safety Commission May 14, 2019. C. Planning Commission May 20, 2019. 3.4 Approve 2019 Liquor License Renewal for Holiday Inn. 3.5 Motion to Release Development Agreement -Edina Realty, 3.6 Adopt Resolution 2019-34 Designating No Parking on 54th Street. 3.7 Approve Quote from Kromer Co. LLC for Pro Field Maintainer Tractor. 3.8 Approve Hiring of Recreational Lead. CM Warehime motioned to approve. Seconded by CM Tanner. All in favor. Motion carried. 4. Public Hearing: 4.1 Carron Vacation of Existing Drainaae and Utilitv Easement. A. Presented by City Planner. B. Open for Public Comments. C. Close the Public Hearing. D. Approve Resolution 2019-35. City Planner Licht presented the staff report. Mayor Stockamp opened the Public Hearing at 7:04 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 7:04 PM. CM Warehime asked if Block 1 on the north side is that a buildable lot. City Planner licht said yes. Page 1 of 3 CM Darkenwald motioned to adopt Resolution 2019-35 vacating existing drainage and utility easements within Lot 2, Block 1 Carron Addition. Seconded by CM Warehime. All in favor. Motion carried. 5. Community Development: 5.1 McChesney Ventures: A. Conditional Use Permit to allow Relocation of an Existing Single Family Dwelling_ City Planner Licht presented the staff report. CM Darkenwald motioned to approvea Conditinal Use Permit allowing relocation of an existing single family dwelling to Lot 2, Block 2, Walesch Estates. Seconded by CM Goede. All in favor. Motion carried. 6. City Council Reports and Updates. 6.1 Commission Liaison Updates. A. Heritage Preservation Commission Liaison CM Tanner. CM Tanner said the Commission did not hold a meeting in June. B. Parks & Recreation Commission Liaison Mayor Stockamp. Mayor Stockamp said the Commision attended the ribbon cutting in Levebrve Creek Park and then discussed the Parks Master Plan at the regular meeting. C. Planning Commission Liaison CM Darkenwald. CM Darkenwald said the only item was the one approved this evening. D. Public Safety Commission Liaison CM Warehime. CM Warehime said the Commission is still reviewing ambulance service. Other: Mayor Stockamp said per disucusison at the last meeting and the June Admisnitrative Subcommittee meeting she asked City Administrator/Finance Director Flaherty to get a cost for him to attend the I-94 Chamber Washington DC trip on July 24-26. The estimated cost is around $1,200. Mayor Stockamp stated she feels its important to show support and send our City Adminstrator out there. She stated in the past CM Darkenwald has attended on his own dime. CM Darkenwald asked how many other cities are attending. City Administrator/Finance Director Flaherty said all the surrounding cities, St. Michael, Albertville, Dayton and Rogers. CM Darkenwald said he feels it is well worth sending our City Administrator. CM Warehime, CM Tanner and CM Goede all agreed. Mayor Stockamp motioned to approve sending City Administrator/ Finance Director Adam Flaherty I-94 Chamber Washington DC trip and approved the cost up to $1500 to be paid out of the Council contingency budget. Seconded by CM Tanner. All in favor. Motion carried. 7. Staff Reports and Updates. City Administrator/Finance Director Flaherty said he will not be at the July 8 City Council meeting; he reminded the City Council of the Edina Ground Breaking this Wednesday and stated the Otsego Farmers Market starts this Tuesday. City Planner Licht said the next Planning Commisison meeting will be July 15 and City Engineer Wagner gave some project updates. 8. Adjourn. CM Darkenwald motioned to adjourn.
