ITEM 3.2C SCC 6.24.2019 MinutesITEM 3.2C OTSEGO CITY COUNCIL SPECIAL MEETING OTSEGO PRAIRIE CENTER JUNE 24, 2019 Call to Order. Mayor Stockamp called the meeting to order at 7:27 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Jason Warehime, Corey Tanner, Tina Goede and Tom Darkenwald. Staff: Adam Flaherty, City Administrator/Finance Director; Andy MacArthur, City Attorney; Daniel Licht, City Planner; Ron Wagner, City Engineer; and Tami Loff, City Clerk. 1. Rice Companies Development- Consider Request. Developers Tim Dolan, Decklan Group; Chris Rice and Tom Bruce, Rice Companies presented their request for infrastructure assistance for a two phased retail/office/high density residential development on around 22 acres of land near the southwest corner of CSAH 39 and CSAH 42. Phase 1 will consist of a grocery store and two pad sites. Phase 2 will include market rate apartment buildings along with retail/commercial/ office sites. Rice Companies is requesting the access points from CSAH 39 and CSAH 42 along with the public roadways of 88th Street and Parkington Avenue be built by the City of Otsego and Wright County in the form of Tax Abatement. The cost is estimated at around $1.16 million. It was noted they will be meeting with Wright County for the same request in the near future. The City Council all stated support thus far but expect additional information before being able to fully commit. Rice Companies has stated they will be submitting to the City the preliminary plat this week. 2. 2020 Budget Discussion. City Attorney MacArthur stated he had given the City Administrator notice that he would be retiring at the end of the year. It was noted that City Attorney MacArthur has been with the City for over 30 years. City staff is recommending bringing 3-5 firms for consideration instead of an RFP. The City Council all concurred they did not want to use a firm that is already being used by surrounding cities. City Administrator/Finance Director Flaherty continued the budget discussion which included the packet of information from the 6:00 PM meeting. He reviewed the tax rate study from surrounding communities; an estimated 10 year outlook of tax levies; as well as the draft property tax rate. There was discussion on franchise fees verses assessments for city road projects. The City Council concurred they would like City staff to prepare additional information on potential franchise fees and bring back. 3. Adjourn. CM Darkenwald motioned to adjourn.
