Purpose: Parkview Retail is a proposed 17.3 acre, 7 lot commercial
development in the City of Otsego, Wright County, Minnesota.
The proposed development will be served with municipal water,
sanitary sewer, storm sewer, and public streets typical of an urban
setting.
Jurisdictional Agencies: City of Otsego, Wright County, Minnesota Department of
(but not limited to) Health, Minnesota Department of Natural Resources, Minnesota
Pollution Control Agency, Wright Soil and Water Conservation
District.
Permits Required: NPDES, Minnesota Department of Health (water),

EXISTING CONDITIONS
1. Provide benchmarks and datum. The 1929 NGVD datum shall be used. All existing
utilities were placed and survey/as-built information provided by the City will be based
on the 1929 datum.
2. The following existing conditions shall be shown in the plans. Some of this information
is shown on the Preliminary Plat sheets but is very difficult to read or interpret.
a. Boundary lines to include bearings, distances, curve data clearly indicated. Some
of the internal lot lines and the south 1/2 of CSAH 42 ROW are missing this
information.
b. Total acreage/area of proposed plat.
c. Existing ownership and zoning classifications for land within the subdivision is
missing. Some of these are shown in the existing conditions and others are on the
preliminary plat but some are missing all together.
d. Show widths of existing streets ROW within 150'.
e. Location, size, and elevations of existing sewers, watermain, culverts, and other
underground facilities within 150'.
f. Show contours for a minimum of 150' from the project boundaries.
g. Locations and results of soil borings, percolation tests, etc.
3. Some of the existing utility information cannot be read because of the hatching of the
removals.
4. Removals along the CSAH 42 and CSAH 39 will be subject to Wright County approval.
SUBDIVISION CONFIGURATION, LOT SIZE, DENSITY
5. No comments.
PRELIMINARY PLAT/SITE PLANS
6. An overall plan showing the entire site would be very helpful. Also, the amount of
existing condition information in the background of the preliminary plan makes the plans
very difficult to read or interpret. Please remove existing and proposed improvements
from the preliminary plat sheets. These items can and are being shown on the existing
conditions and site plan sheets.
7. Label all proposed street ROW widths and street widths. It appears the ROW along
CSAH 39 and 42 does not appear to be correct. See the attached final plat for Friendship
Addition.
Verify sufficient right-of-way (ROW) is being provided along CSAH 39 and 42. It

CSAH 42 and CSAH 39 concept plan for the proposed roundabout which may require
revised ROW in this location.

9. The proposed plat contains many existing easements from previous developments and
CSAR 42 projects. These easements should be vacated and replatted with the new plat(s)
the existing Friendship Addition development.
10. All ROW and easements shall be rounded at intersections.
11. Provide street horizontal (and vertical) curve information. All streets shall meet 30 mph
design speeds. A tangent with minimum length of 100' is required between reverse
curves. Staff will continue to work with the Parkview Retail development and the Parrish
Meadows development to ensure the connection is coordinated.
12. A 10' wide bituminous trail shall be installed along the south side of CSAH 39 and west
side of CSAH 42. The trail shall be within the ROW. There are many existing utilities
within the CSAH 39 and 42 ROW that may conflict with a new trail. It may be possible
to move the trail away from the county road, beyond the ROW, but a trail easement
would be needed.
13. The street/driveway connections to CSAH 39 and CSAH 42 are subject to County
approval.
14. The curb radii at the 88th Street and CSAH 42 intersection shall be 50' and a concrete
valley gutter is required across this intersection. The radii of 88th Street and Parkview
Avenue intersection shall be 30'.
15. A 5' concrete sidewalk will be required on both sides of Parkview Avenue.
16. Typical dimensions for the parking lot drive lanes and stalls are needed.
17. All stormwater ponds/basins shall be covered up to the 100 -yr HWL.
18. Lot 1, Block 3 is a proposed high-density apartment building. The proposed zoning for
this area is commercial.
PRELIMINARY GRADING PLAN
19. The NWL, 2 -yr, 10 -yr, and 100 -yr HWL elevations for each pond shall be labeled in the
plans for all storm basins.
20. Show existing contours a minimum of 150' from project boundary. The proposed
contours shall tie in to the existing grades at the property lines. The profile of 88th Street
is currently showing an elevation at the west property line being raise — 3.3 feet.
21. The private driveways appear to have curb extended across them. All driveways shall have
curb cut out or a concrete valley gutter per Otsego Standard Plate 702. Concrete valley
gutters will be required across all intersections that provide grades of 1 % or less across the
intersection.

22. All streets shall have 30 mph designed vertical curves for A.D. greater than 1%.
Minimum centerline street grades shall be a minimum 0.6%.
23. Erosion control quantities are required as part of the SWPPP.
24. Concrete washout area shall be depicted in the plans.
PRELIMINARY UTILITY PLAN
25. The watermain along Parkview Avenue and 881h Street (west side of Parkview
intersection only) shall be 10" DIP Class 52.
26. Additional hydrants are needed. Hydrants shall have a maximum 300' spacing (150'
radius) in commercial and high-density residential areas.
27. A watermain loop shall be provided along the west side of the proposed grocery store.
28. Some of the existing hydrants and valves will need to be removed/salvaged. Plans do not
call attention to these.
29. A manhole will be required at the 8"x8" connection for the grocery store service.
Otherwise, the 8" service could be moved to connect at the existing sanitary manhole to
the north.
30. Dual arrows are shown along a number of sanitary lines.
31. It would be helpful to darken the proposed sanitary and watermain and/or lighten the
curb, storm sewer and striping.
32. Water and sewer service stubs to the future Otsego Fire Substation property shall be
provided.
33. No bends are allowed on the sanitary sewer services within the ROW (i.e. Lot 14, 17, &
18, Block 4)
34. All watermain shall be DIP Class 52. 8" PVC is being called out in the plans.
35. Final plans will require profiles over all sanitary main and watermain lines.
PRELIMINARY STORM SEWER PLAN
36. Label all storm basins NWL, 2 -yr, 10 -yr and 100 -yr HWLs in the storm plans.
37. A 36" trunk storm sewer shall be extended along 88th Street to the west plat line.

38. Eliminate the connection to existing CB on the north side of 88th Street across from CB
109 and redirect the storm sewer from the east portion of the site north of 88th Street to
the filtration pond. Currently much of the site is bypassing the filtration basin.
39. As 88th Street was previously constructed and storm sewer designed to go directly to the
trunk storm we believe the storm sewer at the intersection of Parkview Ave and 88th
Street can be directly routed to the trunk storm along 88th Street. This could eliminate the
storm sewer from 106 to 105 if the pipe out of CB 106 is rerouted to 108 which will be
required to have a 36" trunk pipe extended from it to the west.
40. The filtration pond will likely need to be lined with an impervious layer to ensure none of
the fuel station storm water can infiltration into the ground.
41. Call out proposed pipe material types.
42. Label existing storm pipe sizes along CSAH 42. The south storm basins both discharge
to the existing CSAH 42 storm sewer. Need to verify that this existing pipe and
downstream system can handle the discharge rates.
Details
43. No comments.
SURFACE WATER MANAGEMENT
44. No stormwater management report, maps, or calculations have been received at this time
45. The north '/2 of the proposed plat is within the North Mississippi Watershed District
watershed. All the trunk storm sewer facilities have been installed downstream of this
site. Therefore, only the new infiltration requirements (1.1" over new impervious area) is
need to be met for this portion of the site. The north % of the plat contains runoff from
the fueling station area which is not allowed to be infiltrated per the NPDES permit.
Filtration is being proposed instead.
46. The south '/z of the proposed plat proposes to use 2 infiltration basins for stormwater
treatment.
47. Storm sewer design calculations will be required at the time of final plat submittal. These
calculations shall include pipe sizing base on the Rational Method using 10 -year storm
event and 10 minute minimum time of concentration. Inlet/street spread calculations for
critical catch basins shall be provided showing no more than '/2 the drive lanes are
inundated.
WETLANDS
48. At a minimum a "level 1" Wetland Determination that no wetland impacts are proposed
by this project is required.

OTHER CONSIDERATIONS
49. A geotechnical report is required. The report shall recommend a street section and R -
value to be used for the site
50. A statement certifying the environmental condition of the site including the presence of
any hazardous substance as defined in Minnesota Statutes 11513.02, Subd 8 is required.
