06-17-19 Planning Commission MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER June 17, 2019 7:00 PM Call to Order: Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: Dave Thompson, Aaron Stritesky, Vern Heidner, and Alan Offerman; Absent: Commissioner: Richard Nichols, Jim Kolles; City Council: CM Tom Darkenwald; City Staff: Associate City Planner Liz Stockman and Administrative Assistant Kelly Thelen. 1. Announcements: No announcements. 2. Consider the Following Minutes 2.1 May 20, 2019 Planning Commission Meeting. Commissioner Thompson requested to amend the minutes on page four under number five to include all trails, not just on 85th. Commissioner Offerman motioned to approve as amended. Seconded by Commissioner Heidner. All in favor. Motion carried. 3. Public Hearing Item: 3.1' McChesney Ventures: A. Conditional use permit to allow relocation of an existing single family dwelling_ Associate City Planner Stockman gave the planning report and added there was a concern regarding use of the structure as a group home because there is one nearby. Associate City Planner Stockman stated if the structure is to be used for a group home, it will require a separate public hearing. Applicant, John McChesney, present and agreed with report. Mr. McChesney said he is hoping to reuse the well and added his intent to move the house, fix up, and sell it. Chair Black commented it is nice to reuse the house instead of tearing it down. Mr. McChesney stated the house next door is going to Big Lake. Chair Black opened the Public Hearing at 7:06 PM. No comments were made. Otsego Planning Commission 17 June 2019 Page 2 Chair Black brought the discussion back to the Commissioners at 7:06 PM. Commissioner Thompson asked if there was a home on the property before. Commissioner Heidner answered a mobile home. Commissioner Thompson asked why the primary and alternate locations for the house was not included in the packet. Associate Planner Stockman replied the building official will check the locations at time of permit. Chair Black opened the Public Hearing at 7:07 PM. No comments were made. Chair Black closed the Public Hearing at 7:08 PM. Commissioner Heidner asked which house it was being moved. Associate Planner Stockman replied the house on corner across from Target and commented it is a good size house to move. Commissioner Offerman remarked it is good to reuse a house and not tear it down. Associate Planner Stockman mentioned the plans to use the structure for single family use. Commissioner Stritesky questioned that the pole barn was not moving also. Associate Planner Stockman said correct. Commissioner Offerman motioned to approve a conditional use permit to allow relocation of an existing single family dwelling to Lot 2, Block 2 Walesch Estates, subject to the six conditions. Seconded by Commissioner Stritesky. All in favor. Motion carried. 4. Update on City Council actions. CM Darkenwald gave an update to the Commissioners on City Council actions. 5. Update on future Planning Commission Agenda items. Associate Planner Stockman gave an up for future Planning Commission items. 6. Adjourn. Commissioner Offerman motioned to adjourn. Seconded by Commissioner Thomson. All in favor. Motion carried. Meeting adjourned at 7:19 PM.
