the Otsego Prairie Festival.

BACKGROUND/JUSTIFICATION:
The Otsego Lions would like to hold their annual Beer Garden at the Otsego Prairie Festival on Saturday,
September 14, 2019. The Lions are asking for approval for alcohol in the entire park. Currently, the City
Code allows people to bring alcohol into City of Otsego parks. A site plan has been attached that shows the
layout of the fenced areas, the tent location which is adjacent to the entertainment stage, and the
food/alcohol distribution area. The Lions will provide security/personnel at the entrance to identify and
wrist band those of legal age to consume alcohol.
Minnesota Statutes allows the City to issue a temporary one day liquor license to non-profit organizations
for community events. The Lions have submitted all the necessary paperwork as follows; an application
and fee in the amount of $50; site plan, certificate of insurance, and $30 background check fee. A
background check has been completed on the responsible party (applicant).
The temporary liquor license application and certificate of insurance are on file at the City Clerk's office.
The application must be mailed to the State at least 30 days prior to the event.

• Controlled access to the event with Otsego Lions security personnel to identify and wrist band
those of legal age to consume alcohol.
• All alcohol service shall cease at 10:30 PM.
• The Otsego Lions Club is responsible for set up prior to the event.
• The Otsego Lions Club shall clean up at closing time and assist with clearing of the
establishment.
