AGENDA ITEM DETAILS RECOMMENDATION: Staff recommends approval of Change Order #3 in the amount of $108,140.00 for work to be completed on the 85th Street and Maciver Avenue Improvement Project. No No BACKGROUND/JUSTIFICATION: Change Order #3 due to a combination of existing unsuitable subgrade material and receiving consistent rain during the 2019 construction season a couple of soft areas along the project continue to fail testing. The contractor has spent considerable time trying to farm and dry both areas in question throughout the spring and early summer months of the project but the areas are still failing. Project representatives from the City (Hakanson Anderson), the Contractor (R.L. Larson) and material testing firm (Braun Intertec) met onsite to review options. Due to project time constraints and unpredictable weather, Braun has provided a couple of recommended revised street sections to consider. Hakanson Anderson has discussed the options with Braun Intertec and after review of the costs and potential for resolving the issues we are recommending that the areas ( —800 feet of Maciver Avenue and from 800 feet of 85th Street) have the top 7" of subgrade material removed and replace with 3 inch minus recycled concrete material to proposed finished subgrade elevation. The remaining street section will be installed as originally planned. A negotiated unit price for the 3" minus recycled concrete material of $25.25/Ton has been agreed upon. This unit price includes all costs for delivery and placement of the material. All other unit prices shall be paid at the contract unit prices. The Change Order #3 is estimated at $108.140.00. Per Braun Intertec's recommendations and further discussion the street section in these failing areas will be revised as follows: The areas of concern are from -8+50 to 16+50, Maciver Avenue and from -29+50 to 37+50, 85th Street. Removal of the top 7" of subgrade material and replace with 3 inch minus recycled concrete material to proposed finished subgrade elevation. Installed remaining street section as planned. A negotiated unit price for the 3" minus recycled concrete material of $25.25/Ton has been agreed upon. This unit price includes all costs for delivery and placement of the material.
