RECOMMENDATION:
Staff recommends approving a resolution accepting bids and awarding a contract to Kuechle Underground
Inc. for the construction of Lift Station #7.

BACKGROUND/J USTIFICATION:
Bids for construction of lift station #7, which is required to provide sanitary sewer service for Magnolia
Landing 1st and 2nd Additions were opened on July 16, 2019. The development(s) required the permanent
location (Lift Station #7) to be installed at this time in accordance with the Comprehensive Sanitary Sewer
Study for the Otsego West Sewer District. Bids were higher than the engineers estimate of $145,725. Four
bids were received and the bids were tabulated and the Bid Tab is attached. Bids were as follows:
• Kuechle Underground, Inc. $223,115.00
• SR Weidema $238,387.00
• Northdale Construction Co., Inc. $244,784.51
• RL Larson $270,186.00
Additional projects costs not part of this project bid include:
1) Wright Hennepin Electric Coop to run Phase 3 power to the lift station with a light on a pole
(estimated cost = $5,000).
2) The City has already purchased the 2 pumps necessary for the project for $27,731.
3) The developer of Magnolia Landing has agreed to complete the rough grading of the lift
station with the development's site grading but the grading does require that additional
soil be hauled to the site (approx. 900 CY). They have requested to be reimbursed for
importing this material. They have a bid price of $9.50/CY from their contractor. The
imported soil will be approximately $8,550.
The electrical and SCADA portion of Lift Station #7 will soon be separately quoted, and is estimated to cost
$55,000. The total of these miscellaneous items is $96,281.
The estimated total project cost was $278,307. The 2019 budget included an estimated cost of $266,969.
The revised estimated total project cost is now $367,305, which is 32% more than the original estimate and
38% more than the budgeted amount.
Kuechle Underground, Inc. has worked on several developments and City of Otsego projects in the past.
Therefore, we recommend approval of a contract to Kuechle Underground, Inc. of Kimball MN.

RESOLUTION NO. 2019-41
RESOLUTION ACCEPTING BID AND AWARDING CONTRACT
WHEREAS, pursuant to an advertisement for bids for the construction of City of
Otsego Project No. 19-03, Lift Station #7 bids were received, opened and tabulated
according to law, and the following bids were received complying with the
advertisement:
Total Base Bid
1. Kuechle Underground, Inc. $223,115.00
2. SR Weidema $238,387.00
3. Northdale Construction Company, Inc. $244,784.51
4. RL Larson $270,186.00
AND WHEREAS, it appears that Kuechle Underground, Inc. of Kimball,
Minnesota is the lowest responsible bidder,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO
MINNESOTA:
1. The mayor and clerk are hereby authorized and directed to enter into a
contract with Kuechle Underground, Inc. of Kimball, Minnesota in the name of the City
of Otsego for Lift Station #7 Project, according to the plans and specifications therefore
approved by the city council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all
bidders the bid bond made with their bids, except that the bid bond of the successful
bidder and the next lowest bidder shall be retained until a contract has been signed.
Adopted by the city council this 22nd day of July, 2019.
