CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
A RESOLUTION AMENDING THE COMPREHENSIVE PLAN TO ADOPT THE PARKS AND
RECREATION SYSTEM MASTER PLAN.
WHEREAS, the City of Otsego has adopted a Comprehensive Plan on 10 December
2012 that was most recently amended on 10 December 2018; and,
WHEREAS, the Comprehensive Plan establishes goals, policies and programs to
provide direction, guidance and management for on-going development of the City; and,
WHEREAS, the Comprehensive Plan establishes goals, policies, and plans related to
open space, parks, trails and recreation programing to be implemented to meet community
needs concurrent with development; and,
WHEREAS, the City Council initiated an updated of the parks and recreation system
elements of the Comprehensive Plan to engage residents to obtain provide input with regards to
existing facilities, preferences and priorities for new amenities, provide more detailed direction
regarding planning and development of individual parks, and recreation programing; and,
WHEREAS, the draft Parks & Recreation System Master Plan dated April 15, 2019 is
incorporated herein; and,
WHEREAS, the Parks and Recreation Commission at their meeting on April 15, 2019
considered the draft Parks & Recreation System Master Plan and recommended approval.
WHEREAS, the City Council reviewed the draft Parks & Recreation System Master Plan
at a work session on May 17, 2019 and directed the Planning Commission to conduct the
required public hearing at the end of a 30 day public comment period; and,
WHEREAS, The Planning Commission conducted a public hearing at their regular
meeting on July 15, 2019 to consider the draft Parks & Recreation System Master Plan,
preceded by published and mailed notice; based upon review of the draft document and
evidence received, the Otsego Planning Commission closed the public hearing and
recommended by a 5-0 vote that the City Council adopt the Parks & Recreation Master Plan as
an element of the Comprehensive Plan based on the aforementioned findings.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Otsego that
the Parks & Recreation System Master Plan of the Comprehensive Plan is hereby APPROVED
with pages 121 to 150 of the 2012 Otsego Comprehensive Plan repealed accordingly.
