FALL HYDRANT FLUSHING The Utility Operations Department will be flushing fire hydrants throughout the City in October. Flushing the hydrants removes sediment and mineral build up within the City’s water lines to maintain water quality and also tests the system for adequate flows. Note that the cap may be left off of some hydrants after the water is turned off to allow the fixture to drain completely but City staff will return to replace the cap. In July 2019, the City of Otsego officially adopted the Parks and Recreation System Master Plan to use in conjunction with the 2012 Comprehensive Plan. The Master Plan, which took a year to complete is based on extensive input from our residents, athletic associations, the Parks and Recreation Commission, and City Council to guide the continued build out for the parks, trails, open space and recreation programming for our community. The Master Plan document will serve to guide decision making by the City Council, Planning Commission, Parks and Recreation Commission, residents, and developers in expanding our neighborhood parks, greenway corridors, and trails that are adjacent to major roadways. This process will continue for the most part to be parallel to on-going residential development and street improvement projects. The Master Plan also addresses opportunities for the City to acquire and develop more community-oriented facilities and the means by which such improvements may be financed by the City. The Master Plan is a tool, therefore, that will be used by the City in conjunction with the 2012 Comprehensive Plan, the Capital Improvement Plan, and the City Budget to meet the needs and priorities for our community. Make this school year www.ci.otsego.mn.us | 3 LOCAL HIGH SCHOOL SENIOR TACKLES POLLUTION ISSUE Otsego resident and Spectrum High School senior William Koch is making his last year of secondary education count. Honored this past April as an Elk River Rotary Student of the Month, William already has his eyes set on a few colleges where he plans to study veterinarian medicine. Before he graduates, however, William has other ambitions to carry out, including his senior project to clean up the Mississippi River. William hopes to combat coastal pollution by focusing on inland waterways. An estimated 14 billion pounds of trash is dumped into the world’s oceans every year. The Mississippi River, which drains 41 percent of the continental United States, contributes to those shocking statistics. Whatever the current picks up along the river’s 2,300-mile path, from the Mississippi headwaters at Minnesota’s Itasca State Park to the Gulf of Mexico, could end up in the Atlantic Ocean. William intends to address this far-reaching environmental issue at a local level. After consulting with Otsego Parks and Recreation Director Ross Demant, William is focusing his efforts on Carrick Waterfront and Norin Landing Park, which opened this summer. Both developments are nestled alongside the Mississippi River and have been littered with windblown trash from nearby Highway 101 and U.S. Route 169. William’s project involves picking up trash along the shoreline, planting flowers in Norin Landing Park, and making fishing rod holders to prevent visitors from breaking sticks off the trees to prop up their poles. He plans to invite a cleanup crew of up to 30 friends and neighbors, inspiring young and old to follow in his footsteps toward a cleaner earth. These clouds were made of thousands of locusts that destroyed crops. They laid their eggs in the ground to hatch in the spring, and then they moved on. In the spring of 1857 when the eggs hatched, most of the farmers did not plant crops but many used their plows and harrows to dig deeply, hoping to destroy the insects. This was the beginning of a financial panic which was dealt with creatively by some of the residents of Otsego who had moved from Virginia where they had dealings with a commodities trader named Colonel Robert Blaine. He brought ginseng to China where it is prized for its medicinal properties. Ginseng is an herb with a thick forked root that grows wild in shady wooded areas. It was plentiful in this area in the mid 1800s when Otsego was a part of Minnesota called the “Big Woods.” Colonel Blaine offered to pay cash to those who could find it, 5 cents a pound in the spring and 8-10 cents a pound in the fall for green roots. He also told people that mud should be plastered around the roots to keep them fresh and he would not dock them for the weight of the mud. The settlers figured that at the going price of $1.25 an acre, 25 pounds of ginseng would buy an acre of land. So they started digging and Colonel Blaine paid up and helped the homesteaders to recover from their losses to the plague of locusts. In accordance with Minnesota Statutes, the financial statements within the City’s CAFR must be audited on an annual basis, which was completed by BerganKDV. On June 10th, BerganKDV presented their opinion on the financial statements to the City Council, with the City receiving an Unmodified Opinion, also known as a clean opinion, and is the best opinion that can be given. Summary information regarding the City’s financials are provided below. Governmental Funds The City’s governmental funds account for all operations, capital projects and debt payments, with the exception of the public utilities of water, sanitary sewer, and storm water. Those funds are excluded as they are operated like businesses and are intended to be self-sufficient. Utility Operations The City of Otsego operates public Water, Sanitary Sewer and Storm Water Utility Systems, with nearly 4,000 customers. The Utility operations are not included with Governmental Fund operations and are not funded through the property tax levy. Rather, the Utility operations are fully self-funded through user charges to the customers on the public systems. General Fund The General fund is the City’s primary fund and accounts for all of the day-to-day operations of the City. Debt The City of Otsego has seven outstanding debt issues, which have been used to finance projects ranging from public streets, city buildings, and utility system infrastructure. A burning permit is required for all open burns larger than an 3-foot by 3-foot area. A burning permit may be obtained at City Hall or from the DNR website at webapps8.dnr.state.mn.us/burning_permits. Once a burning permit has been issued, it is the permit holder’s responsibility to confirm that no burning ban is in effect prior to starting an open burn or recreational fire and the permit holder must be constantly in attendance of the fire. No fire may be allowed to smolder with no person in attendance and the open burn or recreational fire must be completely extinguished before the permit holder leaves the site. RECREATIONAL FIRE GUIDELINES General recreational fire guidelines in Otsego include: • Maximum size of 3-by-3 feet. • Must be 20 feet from any combustible structures such as homes, sheds, decks or fences. • Recreational fires are limited to dry, clean wood that is unpainted or untreated including cord wood, branches, limbs, twigs, dimensional lumber cut into lengths no longer than three feet.
