BACKGROUND/J USTI FICATION:
Water Tower 2 serves the West Public Water System providing for one million gallons of water storage and
fire protection needs. The tower has been in service since 2003 meeting interior and exterior coating life
expectancies for towers built during this timeframe. The past two inspections conducted in 2015 and 2019
forecasted recoating needs in 2020. The 2019-2028 Capital Improvement Plan (CIP) includes $1,345,000
for the tower reconditioning in 2020.
The bid package will offer two options; a single 2020 reconditioning of an estimated 14 weeks or as a 2020
exterior coating project and a 2021 interior coating project each 7 to 8 weeks. Pending bid amounts,
option 2 offers two shorter construction periods to minimize irrigation influence as the tower would need
to be offline for any recoating work. Bid advertisement will initiate in September with Council approval.
Staff has reviewed the reconditioning specification for water tower 2 with recommendation to proceed
with advertisement for bids.
The Public Works Subcommittee was verbally updated regarding this item at their August 21, 2019 meeting
and recommended this be place on the consent agenda for full Council approval.

The City of Otsego, Minnesota will hold a mandatory pre-bid conference at the Lilly Pond Conference
Room, City Hall, located at 13400 901 Street, Otsego, Minnesota 55330 followed by a visit to the project
site on September 24, 2019 at 2:00 PM, at which time the Owner's representatives, bidders, and
subcontractors will discuss the project. Attendance by prospective bidders or their designated
representatives at the pre-bid conference is a pre -requisite to bidding the proiect.
The City will receive sealed bids for the furnishing of all tools, labor, materials, and equipment necessary
for elevated water tower rehabilitation until 2:00 PM CST, October 15, 2019 at the City Hall, 13400 90th
Street NE, Otsego, Minnesota, 55330 at which time and place all bids will be publicly opened and read
aloud.
Bids shall be marked as to indicate: Name of Bidder; Date and Time of Bid Opening; Proposal for
Cleaning, Repairing, and Painting 1,000,000 Gallon Water Tower; KLM Project No. MN3289; City
Project No. 20-01; Water Tower Number 2.
