The City of Otsego recently removed the trail only portion of the 70th Street project in ars effort to keep the project on a timeline for 2014 construction. Leaving the trail only portion would have required completion tion of additional noise studies and set the project back a minimum of a month. The City of Otsego had decided to use other funds to complete the project separately and at a later time. MNDOT recently introduced the Transportation Alternative Program (TAP) which the 70th Street trail appears could qualify for funding. A Notice of Intent letter is required to be completed and seat to MN DOT to start the project selection process. This Notice of latent letter is required to be complete and to MNDOT by November er 15" of 2013. MNDOT is also requiring a Resolution from the City stating its intention to fund the local % share. We estimate the local sham of construction cost to be less than $35,000. That number does not include any ROW acquisition costs or engineering cost which will b local share also. BUDGET INFORMATION ACTION TAKEN E ❑ APPROVED AS REQUESTED DENIED ri TABLED Q OTHER (List changes) COMMENTS: RESOLUTION NO. 2013-58 APPROVING THE CITY OF OTSEGD TO MATCH APPROVED FEDERAL FUNDING UNDER TRANSPORTATION ALTERNATIVES PROGRAM (TAP) WHEREAS, the Minnesota Department of Transportation Mn/DOT) recently created a Transportation Alternatives Program (TAP) to promote projects identified In Statewide and Regional Pans, to support Safe Routes to School, to serge a transportation purpose and to ensure project delivery; and WHEREAS, the Minnesota Department of Transportation (Mn/DOT has provided Area Transportation Partnerships {ATP} with guidance in developing the TAP grant process. Each ATP will select projects, The Central Minnesota Area Transportation Partnership (ATP) will prioritize projects seeking TAP funding in the Counties of Benton, Cass, Crow Wing, Isanti, Kanabec, Mille Lacs, Morrison, Sherburne, Stearns, Todd, Wadena, andWright; and is requesting Letters of Intent LOI to be submitted by November 15, 2013; and WHEREAS, the 0" street trail construction costs from Martin Farms Avenue to Lambert sane appear eligible for TAP funds; and WHEREAS, the central Minnesota ATP will be selecting projects for both State fiscal years 201 and 2018 and it is expected to have $1.6 million in TAP funding available for each fiscal year for the entire 12 county ATP programming area; and WHEREAS, the TAP funding is o with a20 local match. Engineering and right of gray costs are not included in TAP funding. THEREFORE BE IT RESOLVED, the City of Otsego agrees to commit to the required local revenues in the event that TAP are funds approved bythe ATP, to cover any other costs that may be necessary to complete the project as submitted.
