Yes No BACKGROUND/JUSTI FICATION, The City of Otsego is required by the Minnesota Department of Health (NADH) to update the Well Head Protection Plan every 10 years. The City has added wells within the existing Drinking Water Supply Management Area (DWSMA) and outside the existing DWSMA. The study will run computer models based on the amount of water the City removes from the aquifer now and how much it is predicted to remove in the future. The study will determine the limits of the new DWSMA' s and if any changes in the borders of the existing DWSMA are necessary. The study will also determine the vulnerability of the aquifer to either existing private well contamination and other sources of contamination. The, DWSMA limits can preclude certain types of uses per zoning requirements within the boundary so as to ensure safe drinking water. The MDH gave us a verbal estimate of $20,000 to budget for the study as those were typical amounts for other Cities to complete similar studies. We sent out 8 requests for proposals and received 3 proposals. All 3 met the criteria and were well under the $20,000 budget. Kurt Neidermeler and I assigned a value between 0 and 10 and prorated it using the percentage given to us by the MDH for each section of the proposal. All of the proposals met the criteria so some of the point values were reduced for some of the proposals if another proposal had additional useful information or value. This method was used so as to determine a discernible difference in the proposals as all proposals met the criteria and any firm proposing would be able to complete the study. I have attached our point determination spreadsheet with some reasoning behind Kurt and my evaluation of the more qualitative and more subjective sections of the proposals. The spread sheet shows that although all firms scored very well we determined Barr Engineering to meet or exceed the requirements and score the best. Therefore we recommend awarding the study to Barr Engineering.
