09-09-19 City Council MinutesOTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, SEPTEMBER 9, 2019 Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Daniel Licht, City Planner; Andy MacArthur, City Attorney; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Alle iq ance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. CM Darkenwald motioned to approve as written. Seconded by CM Warehime. All in favor. Motion carried. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. August 26, 2019 B. August 26, 2019 6 PM Special Meeting_ C. August 26, 2019 Special Meeting_ 3.3 Approve City Council Special Pay for August, 2019. 3.4 Adopt Ordinance 2019-17 Establishing Ownership of Sewer Service Lines to Utility Mains. 3.5 Adopt Resolution 2019-45 Approving a Revised Uniform Policy. 3.6 Adopt Resolution 2019-46 Approve Rogers Lions Club Premises Permit. CM Darkenwald motioned to approve. Seconded by CM Warehime. All in favor. Motion carried. 4. Administration: 4.1 Preliminary 2020 Proaerty Tax Le A. Adopt Resolution 2019-47 Reducing the 2020 Debt Service Property Tax Levi B. Adopt Resolution 2019-48 Setting a Preliminary Property Tax Levy for Taxes Payable 2020. C. Motion to set the Truth in Taxation Public Hearing. City Adminstrator/Finance Director Flaherty presented. CM Darkenwald noted the 35% decrease in the debt service levy from what was originally planned. City Adminstrator/Finance Director Flaherty confirmed that is correct for 2020. CM Tanner motioned to approve Resolution 2019-47, reducing the 2020 debt service property tax levy certified in the orginal bond resolution. Seconded by CM Goede. All in favor. Motion carried. Page 1 of 2 CM Goede motioned to approve Resolution 2019-48, adopting a preliminary property tax levy for taxes payable in 2020. Seconded by CM Tanner. All in favor. Motion carried. CM Tanner motioned to set Truth in Taxation public hearing for taxes payable 2020 for 7:00 pm, on Monday, December 9, 2019 to be held in the Council Chambers at 8899 Nashua Avenue NE, Otsego. Seconded by CM Warehime. All in favor. Motion carried. 4.2 Elk River Municipal Utilities Street Lights. This is a follow up from a previous meeting. City Adminstrator/Finance Director Flaherty presented the options. After discussion the City Council concurred with the cobra light option in Waterfront West and the decorative light option in Great River Centre and the new Parkview development. They also concurred to hold off on Waterfront East until further development. CM Darkewnald motioned for Exhibit B (Waterfront West) to have the cobra light and Exhibit A and D (Great River Centre and Parkview development) to have the decorative light and Exhibit C (Waterfront East) tabled until future development. Seconded by CM Tanner. All in favor. Motion carried. 5. City Council Reports and Updates. CM Tanner stated the Heritage Preservation Commission meeting for September has been cancelled due to lack of quorum. CM Warehime said that Albertville Fire Department will be holding an event for the new fire truck on September 21, 2019 at 5:00 PM. Mayor Stockamp gave a reminder of the Otsego Prairie Festival being held this Saturday. 6. Staff Reports and Updates. City Planner Licht said the next Planning Commission meeting is September 16th City Engineer Wagner gave some project updates; he stated the construction on the bridge at Guardian Angels will be starting next Wednesday and expected to be about a month of construction; seal coating and fog sealing was recently done and he noted the contractors will be back in to fix some items; Nashua roundabout hopefully open by Festival. The City Council concurred to have the round about open for Saturday; and 70th street was redone by MNROAD. 7. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
