09-23-19 City Council MinutesOTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, SEPTEMBER 23, 2019 Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, Tina Goede and Jason Warehime. Staff: Adam Flaherty, City Administrator/Finance Director; Liz Stockman, Associate City Planner; Andy MacArthur, City Attorney; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentation: ISD 728 Superintendent Dr. Bittman. On November 5, 2019 residents of ISD 728 will decide whether to increase school funding through two referendum questions. Dr. Bittman gave a presentation on that upcoming referendum. Also present was Board Member Sara Weis. 2. Consider Agenda Approval. CM Tanner motioned to approve as written. Seconded by CM Warehime. All in favor. Motion carried. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. September 9, 2019. 3.3 Received Commission Meeting Minutes. A. Planning Commission July 15, 2019. B. Public Safety Commission August 13, 2019. 3.4 Adopt Ordinance 2019-18 Amending the City Code Regarding Temporary No Parking Zones. 3.5 Motion to Call for Special Capital Improvement Plan and Utility Budget Meetings. 3.6 Adopt Ordinance 2019-19 Amending the City Code Related to the Fee Schedule. 3.7 Adopt Resolution 2019-49 Accepting Otsego Festival Donations. 3.8 Adopt Ordinance 2019-20 Amending the Zoning Map and Approve a Conditional Use Permit. 3.9 Approve Amendment to Services Agreement for 2020 MMUA Safety Management Program. CM Tanner motioned to approve. Seconded by CM Goede. All in favor. Motion carried. 4. Community Development: 4.1 Lil Explorers: A. PUD Development Staae Plan for a Davcare Nurse B. Preliminary and Final Plat for 1 Lot. C. Vacation of Existing Drainage and Utility Easements. Page 1 of 3 Associate City Planner Stockman presented the staff report. CM Darkenwald stated one concern the Planning Commission had brought up was the fencing; it was discussed that a 5 foot fence will be required. Applicant Jennfier Schultz was present and spoke on design. City Administrator/Finance Director stated that Steve Fischer has asked for the Sewer and Water charges be certified similar to the Edina Realty development. The City Council concurred. CM Darkenwald motioned to approve a preliminary/final plat of Great River Centre of Otsego Sixth Addition, adopt Resolution 2019-50 approving a development agreement, and approve a PUD Development Stage Plan for Lot 1, Block 1, Great River Centre of Otsego Sixth Addition subject to the conditions as stated in the findings of fact and decision as presented and also to approve the Sewer and Water Availablity and Connection Charges to be assessed against the subject property for a term of seven years. Seconded by CM Tanner. All in favor. Motion carried. 5. Adminsitration: 5.1 Deputy Clerk Job Description. City Clerk Loff presented the staff report. This position was discussed along with the 2020 budget at the May 28 meeting and again on July 29; in order to plan for events and training City staff recommends advertising for this postion beginning in October, with an ideal starting date in January. Mayor Stockamp, CM Darkenwald and CM Tanner spoke in support of this position. CM Warehime and CM Goede spoke against this position. CM Darkenwald motioned to approve the Deputy Clerk job description and authorize staff to advertise the Deputy Clerk postion. Seconded CM Tanner. Motion carried 3-2. CM Warehime and CM Goede voted motioned against. 5.2 Adopt Resolution 2019-51 Calling a Public Hearing on Proposed Property Tax Abatement City Administrator/Finance Director presented the staff report. CM Darkenwald motioned to approve Resolution 2019-51 calling a public hearing on proposed property tax abatement program on October 28, 2019. Seconded by CM Warehime. All in favor. Motion carried. 5.3 Municipal Legal Services Proposals. City Administrator/Finance Director presetend the staff report; stating the city received proposals from four firms. The City Council concurred to schedule the interview for those firms either October 23 and 24 or October 28 and 29. City Adminstrator/Finance Director Flaherty will schedule and bring back a meeting notice. 6 This Portion of the Meeting to be Closed in Accordance with Minnesota Statute 13D.05, Subdivision 3, c, 3 to Develop or Consider Offers for the Purchase of Real Property. Mayor stated this portion of the meeting will be closed in accordance Minnesota Statute 13D.05, Subdivision 3, c, 3 to Develop or Consider Offers for the Purchase of Real Property. The property of discussion was the Otsego Elementary School property. Mayor Stockamp motioned to close to a closed session at 8:22 PM. Seconded by CM Darkenwald. All in favor. Motion carried. CM Darkenwald motioned to adjourn the closed session at 8:32 PM. Seconded by CM Warehime. All in favor. Motion carried. CM Darkenwald motioned to re -open the regular session at 8:32 PM. Seconded by CM Tanner. All in favor. Motion carried. 9/23/19 7. Public Utilities: 7.1 Adopt Resolution 2019-52 Ordering Preparation of Plans and Specifications for Well #9. CM Darkenwald motioned to approve Resolution 2019-52 authorizing Hakanson Anderson to commence preparation of plans and specifications for Well #9. Seconded by CM Warehime. All in favor. Motion carried. 8. City Council Reports and Updates. 8.1 Commission Liaison Updates. A. Parks & Recreation Commission Liaison Mayor Stockamp. Mayor Stockamp said the Parks and Recreation Commision held their last meeting at the Lahn natural park along the crow river near the Highlands of Riverpointe development. There was discussion on cross walks in that area. B. Planning Commission Liaison CM Darkenwald. CM Darkenwald gave an update; these items where on the agenda this evening. C. Public Safety Commission Liaison CM Warehime. CM Warehime said the Commission will be holding their road clean up of Nashua Avenue next month. He also gave an update on the ceremony he and CM Goede attended for Albertville's new fire trucks. 9. Staff Reports and Updates. City Adminstrator/Finance Director Flaherty said that Wright County is looking for a Park Representative for District 3 and stated the city only received one proposal for the Residential Development RFP. Associate City Planner Stockman said the next Planning Commission meeting is scheduled for October 7 and City Enigneer Wagner gave some project updates. 10. Adjourn.
