ITEM 3.2C 10.28.2019 MinutesITEM 3.2C OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER MONDAY, OCTOBER 28, 2019 Call to Order. Mayor Stockamp called the meeting to order at 7:02 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Corey Tanner, and Jason Warehime. Absent: Councilmember Tina Goede. Staff: Adam Flaherty, City Adminstrator/Finance Director; Daniel Licht, City Planner; Andy MacArthur, City Attorney; Ron Wagner, City Engineer; and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No items. 2. Consider Agenda Approval. CM Darkenwald motioned to approve as written. Seconded by CM Warehime. All in favor. Motion carried 4-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. October 14, 2019. 3.3 Received Commission Meeting Minutes. A. CM Darkenwald motioned to approve. Seconded by CM Warehime. All in favor. Motion carried 4-0. 4. Public Hearings: 4.1 Meadows of Riveraointe 3rd Vacation of Existing Drainaae and Utilitv Easement. A. Comments by City Planner. B. Mayor to open the Public Hearing. C. Close the Public Hearing. D. Approve Resolution 2019-63 Vacating Drainage and Utility Easement. E. Approve Meadows of Riverpointe 4 Final Plat. (Resolution 2019-641 Page 1 of 3 City Planner Licht presented the staff report. Mayor Stockamp opened the Public Hearing at 7:06 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 7:06 PM. CM Darkenwald motioned to adopt Resolution 2019-63 vacating existing drainage and utility eastment within Meadows of River Pointe 3rd Addition, approve the final plat of Meadows of River Pointe 4t" Addition subject to the conditions as outlined in the Findings of Fact and Decision as presented, and adopt Resolution 2019-64 approving a Development Agreement. Seconded by CM Tanner. All in favor. Motion carried 4-0. 4.2 Tax Abatement- Rice Companies. A. Presentation by Ehlers. B. Mayor to open the Public Hearing. C. Close the Public Hearing. Rice Companies, for the Parkview Retail Development, has requested financial assistance for certain roads and utility public improvements within Parkview Retail development. The City's development finance consultant, Nick Anhut, from Ehlers presented the summary and analysis for the public infrastructure abatement request. Mayor Stockamp opened the Public Hearing at 7:18 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 7:19 PM. CM Darkenwald explained the process; citizens pay property taxes and it goes to the County and the County gives the city the money; Right now those seven properties are paying $7,351 approximately in property taxes to the city. He said with this development it is anticipated that it would be $41,546 in property taxes (2022). Ehlers consultant Anhut explained that money received from the County would then go towards paying the infrastructure and the loan would be paid from future taxes coming from the property. CM Darkenwald said essentially the City is getting a public improvement of a road and the City will be getting that $41,546 and using that money to pay. No formal approval was needed this evening. 5. City Council Reports and Updates. Mayor Stockamp stated she would like to discuss the City Attorney interviews. CM Darkenwald stated after the interviews, his recommendation would be the firm of Campbell and Knutson. Mayor Stockamp said she would agree after calling the references. CM Tanner and CM Warehime are all in favor of the firm Campell and Knutson for City Attorney and directed City Staff to work on a contract. The Council was in favor of a flat rate for meetings as the other contracted staff. City Attorney MacArthur said he will work on a transition plan. 5.1 Commission Liaison Updates. A. Heritage Preservation Commission Liaison CM Tanner. CM Tanner stated the October meeting was a short meeting; nothing new to report. B. Parks & Recreation Commission Liaison Mayor Stockamp. Mayor Stockamp said the October meeting was canceled due to lack of agenda items. C. Planning Commission Liaison CM Darkenwald. CM Darkenwald stated no meetings in October. D. Public Safety Commission Liaison CM Warehime. CM Tanner said he attended and there were no new items. 10/28/19 6. Staff Reports and Updates. City Adminsitrator/Finance Director Flaherty said he and CM Tanner attended a meeting with the League of Minnesota Cities and many of the other Wright County Cities last week. Specific topics included: transportation funding, growth related issues and sales taxes. He also reminded the City Council that the City office is closed for Veterans Day on Monday, November 11th and the next City Council meeting is scheduled for Tuesday, November 12tH City Planner Licht gave an update on future Planning Commission meetings and City Engineer Wagner reminded the City Council of the condemnation hearings that will be held this week. 7.
