specifications for the construction of Parkview Avenue and 88th Street Improvements.

BACKGROU ND/J USTIACATION:
The City of Otsego has been requested by the Parkview Retail (Coborn's) developer to construct new
streets and utilities as part of the new development. The project includes construction of approximately
1,300 feet of collector type streets, watermain, and gravity sanitary sewer to provide access and services to
the proposed Parkview Retail and future commercial and high-density residential parcels. Construction will
also include some storm sewer for the new streets as well as some trunk storm sewer.
Streets and utilities shall be designed to meet all City and State codes and standards. The streets will be
designed to meet all Municipal State Aid (MSA) Standards as well. This will allow these streets to be
designated as MSA routes, if desired, in the future.
With approval to complete the plans and specification, the City Council should expect plans and
specifications available for approval and authorization for advertisement for bid in February 2020. The
project could potentially be awarded to the lowest responsible bidder at a March 2020 City Council
meeting.

ORDERING PREPARATION OF
PLANS AND SPECIFICATIONS FOR
PARKVIEW AVENUE & 88TH STREET IMPROVEMENTS.
WHEREAS, a resolution of the City Council adopted the 12th day of November
2019, ordering Halcanson Anderson to prepare plans and specifications for the public
improvements of Parkview Avenue & 88th Street.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OTSEGO, MINNESOTA:
1. Halcanson Anderson is hereby designated as the engineer for this improvement, and are
hereby directed and authorized to prepare plans and specifications for the making of
such improvement.
Adopted by the council this 12th day of November, 2019.
