ITEM 2.1ITEM 2.1 OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL November 4, 2019 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: Vern Heidner, Aaron Stritesky, Charles Foster, and Alan Offerman; Absent: Commissioners Richard Nichols, Jim Kolles, and David Thompson; City Council: CM Tom Darkenwald. City Staff: City Planner Daniel Licht and Administrative Assistant Kelly Thelen. 1. Announcements: None. 2. Consider the following minutes: 2.1 Planning Commission Meeting October 7, 2019. Commissioner Stritesky motioned to approve the minutes as written. Seconded by Commissioner Offerman. All in favor. Motion carried. 3. Public Hearing Items: 3.1 Parrish Meadows: (Continued from 10-07-19) A. Zoning Map amendment rezoning from R6 District to R5 District. B. Preliminary Plat. City Planner Licht presented the Planning Report. Representative of applicant and property owner, William Christian, 2100 Rogers Drive, Rogers, was present and agreed with the recommendations in the planning report. Chair Black opened the Public Hearing at 7:08 PM. There were no public comments. Chair Black brought the discussion to the Planning Commission members at 7:08 PM. No comments by Planning Commission. Chair Black returned to the public for additional comment at 7:09 PM. Minutes of the Otsego Planning Commission November 4, 2019 Page 2 Martin Jacobson, 15554 84th Street Northeast, questioned the timeframe of the development. City Planner Licht stated the developer is seeking the final plat for the 30 lots and that they would proceed with additional single family lots or the commercial lot as market conditions allow. Mr. Jacobson asked who the builder is. City Planner Licht replied Lennar. Mr. Jacobson asked about the farmstead exception lot if it is for future development. City Planner Licht stated the homeowner will keep the lot on the southeast corner and the lot to the north is for future commercial development. Mr. Jacobson wondered if the farm will remain as a fixture for the community. City Planner Licht commented that it would remain for now. Chair Black closed the public hearing at 7:11 PM. No comments made by Planning Commission. Commissioner Offerman motioned to recommend approval of a Zoning Map amendment rezoning the residential portion of the subject site from R-6 District to R-5 District based on a finding that the request is consistent with the criteria outlined in Section 11-3-2.F of the Zoning Ordinance. Seconded by Commissioner Heidner. All in favor. Motion carried. Commissioner Offerman motioned to recommend City Council approval the revised Parrish Meadows PUD-CUP/preliminary plat subject to the 11 conditions. Seconded by Commissioner Heidner. All in favor. Motion carried. 3.2 Coburns: (Continued until 10-071191 A. Conditional use permit for a commercial car wash. B. Conditional use permit for a motor fuel facility. C. Site and building plan review. City Planner Licht presented the Planning Report. City Planner Licht added that the conditional use permit application for a commercial car wash is no longer needed as it was removed from the plans. Applicant, Tom Bruce, Rice Companies, 1019 Industrial Drive South, Sauk Rapids, was present and agreed with the recommendations in the planning report. Chair Black opened the Public Hearing at 7:25 PM. Kathy Coles, 15613 90th Street Northeast, asked if there will there be curb and gutter on west side of the parking lot to drain to the south. City Planner Licht replied yes there is a curb and all stormwater will stay within the property. Minutes of the Otsego Planning Commission November 4, 2019 Page 3 Ms. Coles restated the hours for the gas station of 5 am -midnight and that the hours could be changed. City Planner Licht said that the developer would need to specifically request the hours of operation be extended before for the City Council. Ms. Coles shared her concern with the proposed exterior lighting. City Planner Licht explained the lighting standards of the Zoning Ordinance. Ms. Coles questioned if her security light will need to be moved. City Planner Licht replied that residential lights are exempt. Chair Black brought the discussion to the Planning Commission members at 7:27 PM. Commissioner Foster inquired what Coborns store hours are. Mr. Bruce said 6 am - midnight, but the motor fuel use is 24 hour pay -at -the -pump. Commissioner Heidner questioned if gas spills out, who would be there to stop it. Mr. Bruce said the Coborns in Isanti is set up that way and was not sure of the answer; he knew there is a shut off at building and fire code put into place. City Planner Licht added the stormwater facilities are in place ahead of the stormwater basin to prevent any contamination from a spill. City Planner Licht noted that both Holiday and Kwik Trip within the City are 24 hour sales. Chair Black returned to the public for additional comment at 7:30 PM. Chaz Kolles, 15509 90th Street Northeast, asked if there will be bike paths along CSAH 39. City Planner Licht replied there will be a bike path along CSAH 39 as part of the County Road project. Mr. Kolles asked if land is being dedicated for right-of-way for the CSAH 39 project. City Planner said that the developer is dedicating right-of-way for CSAH 39 with the plat and the right-of-way dedication is subject to Wright County approval. Chair Black closed the public hearing at 7:32 PM. Commissioner Stritesky asked assuming the motor fuel use gets a 24-hour operations, should they assume there are state guidelines for it being unattended. City Planner Licht commented the motor fuel uses being open 24 hours is typical in Minnesota and there are requirements together with the fuel cutoff when a certain dollar amount is reached. Commissioner Stritesky motioned to recommend approval of the Parkview Retail Final Plat subject to the eight conditions. Seconded by Commissioner Foster. All in favor. Motion carried. Minutes of the Otsego Planning Commission November 4, 2019 Page 4 Commissioner Stritesky motioned to recommend approval of site and building plans and a conditional use permit for Lot 2, Block 1 Parkview Retail, subject to the 15 conditions. Seconded by Commissioner Foster. All in favor. Motion carried. Commissioner Heidner asked if the berm along the west lot line will be taken out if the Coles property is developed. City Planner Licht said the City would like to see it remain to screen the rear of the Coborn's building and loading area. 3.3 ISD 728: A. Conditional use permit for a proposed lot for a municipal well site in accordance with Sec 11-32-5.B of the Zoning Ordinance. City Planner Licht presented the Planning Report. Chair Black opened the Public Hearing at 7:38 PM. George Sebeck, 8116 River Road Northeast, wanted to know why they will not fix current well. Mr. Sebeck also asked why the well is so close to creek. City Planner Licht replied that the City Engineer and Utility Operations Manager determined that a new well is required and that this is an appropriate location. Mr. Sebeck questioned why they need a paved driveway. City Planner Licht said that the Utilities Department staff prefer a paved surface for access. Mr. Sebeck said that the paved driveway is a waste of money. City Planner Licht commented that the cost of the project, including the driveway, is paid by those connected to water system and not taxpayers. Mr. Sebeck wondered if there would be a tower there in the future. City Planner Licht replied no. Chair Black brought the discussion to the Planning Commission members at 7:40 PM. No comments made by Planning Commissioners. Chair Black returned to the public for additional comment at 7:41 PM. There were no comments from the public. Chair Black closed the public hearing at 7:41 PM. Commissioner Heidner motioned to recommend approval of a conditional use permit to allow for subdivision of a lot within the INS District for Otsego Municipal Well #1 subject to the three conditions.
